RESOLUTION NO. 7549
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH REAFFIRMING ITS
OFFICIAL POSITION OF AUGUST 10, 1970 RE-
GARDING THE DEVELOPMENT AND OPERATION OF
ORANGE COUNTY AIRPORT
WHEREAS, continued expansion of commercial jet aviation
operations from Orange County Airport is completely incompatible
with the surrounding residential environment, and this conclusion
has been supported by numerous technical investigations; and
WHEREAS, plans for preservation of Upper Newport Bay
and the substantial investment in existing recreational facilities
in the Newport harbor area are seriously jeopardized by the con-
tinued expansion of airport operations; and
WHEREAS, the County of Orange as airport proprietor
has substantial powers to regulate those carriers that will operate
from its fee -owned terminal building; and
WHEREAS, in November 1971 the existing lease of Air
California for utilization of this terminal building will expire,
and in March 1972 the lease of Air West will also expire; and
WHEREAS, the City Council of the City of Newport Beach
has concluded that it is in the best interest of the community to
assure its citizens and the tens of thousands of patrons of its
water - oriented recreation attractions, a continuation and enhance-
ment of the residential and outdoor recreational environment.
Therefore, it is essential that prompt and effective measures be
taken so that the noise and pollution emanating from jet aircraft
operations at Orange County Airport can be constrained and abated.
To accomplish such objectives, the City of Newport Beach offers
the following findings and recommendations in dealing with the
• commercial airline terminal leases:

1. That the County Board of Supervisors declare as
official policy that the Orange County Airport
is not, and in all probability never will be,
an acceptable facility for utilization of jet
aircraft.
2. That daily flight operation limitations be written
into the existing commercial airline leases re-
stricting the number of daily operations to a number
not to exceed the average daily level for the 12
months immediately preceding expiration of the
present leases and limiting the hours of operation
from 7:00 A.M. to 10:00 P.M.
3. That the commercial terminal leases be renewed on a
year -to -year basis only in order to encourage prompt
action in locating a replacement facility.
4. That the type of jet aircraft be limited to those
no louder than the Boeing 737 or Douglas DC -9, with
a gross weight not to exceed 95,000 pounds.
5. That no terminal access privileges be granted to any
new carrier who proposes to use jet aircraft or who
may receive authority to serve any point where the
ultimate destination is more than four hundred miles
from Orange County.
6. That no commercial carrier be allowed to construct
or lease terminal facilities, which will be independent
of the County's regulatory controls.
7. That before considering airline lease renewals, the
Board of Supervisors hold a public hearing at a time
and place convenient for members of the community to
• express to the Board their views on airport expansion.

8... That the County of Orange make available to the City
of Newport Beach weekly the Ecolog I noise monitoring
data in order that the public may identify violators
of established noise abatement flight procedures.
9. That the Newport Beach City Council offers the guidance
.and expertise of its Airport Lease Negotiating Committee
in suggesting appropriate lease terms.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that it respectfully requests that the
honorable Board of Supervisors for the County of Orange give due
consideration to these recommendations before acting upon any
commercial airline terminal leases.
