A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH REAFFIRMING ITS POSITION FOR
THE ORANGE COUNTY AIRPORT LAND USE COMMISSION
AND URGING THE HONORABLE ROBERT E. BADHAM TO
AMEND ASSEMBLY BILL NO. 677 TO ADD AN URGENCY
CLAUSE
WHEREAS, State legislation was enacted in 1967 providing
for the formation of airport land use commissions in the Counties
of the State; and
WHEREAS, this legislation was sponsored and overwhelmingly
supported by the Orange. County Division of the League of California
Cities and the City of Newport Beach, in order to provide a vehicle
for cities and counties to work cooperatively in the important area
of airport land use planning; and
WHEREAS, the Orange County Airport Land Use Commission
has little or no authority to compel the County to provide an adequate
level of financial support in order to perform its intended function;
and
WHEREAS, the Honorable Robert E. Badham has introduced
Assembly Bill No. 677 to clearly establish the obligation of
California counties to provide for the usual and necessary operat-
ing expenses of the Airport Land Use Commissions; and
WHEREAS, this measure, if passed, would not become effec-
tive until 1973 and a significant opportunity for urgently needed
land use planning would be lost;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Newport Beach as follows:
1. That an urgency clause be added to Assembly Bill
No. 677 in order that it may take effect immediately.
2. That the Legislature provide for immediate funding
of the Commission's activities by County government.
