TITLE: Bike Safety Improvement Fund: Term Extension and Project
Authorization
ABSTRACT:
On October 9th, 2012, the City Council authorized creation of the Bicycle Safety
Improvement Fund (BSIF) to augment the City's ongoing bicycle safety improvement
projects. The BSIF matches City resources to community fundraising efforts at a 3:1
ratio for all funds raised prior to December 31, 2012. April Morris, the fund's initiator,
asked if the City would extend the deadline for the fundraising efforts to March 31, 2013.
This item would also authorize expenditure of the BSIF funds to expedite bicycle
improvements.
RECOMMENDATION:
1. Extend the community fundraising term for the BSIF from December 31, 2012 to
March 31, 2013 at the authorized 3:1 match of City resources to contributions
with a cap of $450,000 for the City's contribution.
2. Authorize use of the current and future BSIF funds, including both community -
raised funds and City matching funds for the projects listed as "Planned Projects'
on the Bicycle Facility Improvement Project Summary (Attachment A).
FUNDING REQUIREMENTS:
The City's matching contribution of up to $450,000 may be provided from any eligible
resource to which it may have access, including but not limited to the general fund, gas
tax funds, Measure M funds, circulation and transportation funding, and grant sources.

Further, the fundraising contributions, together with City resources, may be leveraged to
secure additional funding grant sources. The precise appropriation by fund will not be
known until the fundraising efforts are complete. The total amount of funds raised
through March 31, 2013 will be reported shortly after that date.
Funds raised to date are approximately $77,724, requiring a 3:1 City match of $233,172
for a total fund amount of $310,896.
DISCUSSION:
Through fall of 2012, several community members have diligently raised contributions
for the BSIF including fundraising events, auctions, and agreements with online
shopping websites for a percentage of sales. As of December 31St, 2012, the
community has raised approximately $78,000. The promoters have noted some
contributions have yet to be tallied due to the delay of reporting from the online
shopping websites, like Amazon.com. To ensure all contributions can be accounted for,
the community requests Council consider extending the BSIF to accept public
contributions term to March 31St, 2013.
In addition to the extension of the BSIF public contribution term, Staff also requests
Council authorization to move forward now to expend BSIF funds, both from public
contribution and City matching, towards the projects identified in the "Planned Projects"
on the Bicycle Facility Improvement Project Summary (Attachment A). The project list
has been formulated through the Citizens Bicycle Safety Committee, public requests to
City Staff, and through Staffs observation of possible bicycle facility improvements.
Authorization of BSIF expenditures for these projects prior to March 31 will expedite the
planned projects.
Attachment A also details estimated Public Works resources for the planned projects,
as well as the current completed Actions and Tasks to date.
ENVIRONMENTAL REVIEW:
Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQK) pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.

This project will modify the existing bike lane striping and install related warning and regulatory signs

Comprehensive City -wide Bicycle Master Plan
This project will develop a comprehensive, city-wide bicycle master plan with the goal of promoting
safe and responsible cycling within the City through development of a comprehensive plan for
outreach and education, identification of infrastructure needs and proposed improvement projects,
creation of a city-wide bicycle network to accommodate all levels of cycling, connection to the
regional trail systems, and identification of future funding sources. Use of a consulting firm that

OCTA Update to the Supervisorial Districts 1 and 2 Regional Commuter Bikeways Strategic Plan
This OCTA led project will review and update the Regional Commuter Bikeway Strategic Plans in
Supervisorial Districts I and 2, including the City of Newport Beach. This is a collaborative effort
including all agencies and related stakeholders within Districts 1 and 2. Public Works and
Community Development Staff will actively participate in this effort with the goal of promoting safe

increasing cycling awareness within Newport Beach.
Coast Hwy (Route 1) County -wide Corridor Improvement Master Plan
Initiated by the City of Newport Beach, the Coast Hwy County-wide Corridor Improvement Master
Plan includes all Orange County agencies that have sections of Coast Hwy (Route 1), including
Caltrans and OCTA. The goal of the project is to review Coast Hwy facility within Orange County to

reducing impacts to local agencies by identifying the needs of the corridor, facility improvements, and
funding sources to complete improvement projects.

Extend the existing westbound Coast Hwy bike lane to the intersection by signing and striping improvements to the right -
