CURRENT BUSINESS 1. CLARIFICATION OF ITEMS ON THE CONSENT CALENDAR. (3:30 P.M.) 2. REVIEW OF THE CITY'S PROPOSED 2014 RGP -54 DREDGING PERMIT AND THE CITY'S DRAFT NEWPORT SPECIFIC EELGRASS. (3:35 P.M.) The RGP -54 dredging permit allows property owners to dredge limited quantities under their docks using a simplified permit process. The current RGP -54 permit expires in March 2014, and the city is preparing for the next iteration of this permit. A proposed plan will be discussed. In addition, an update will be given on the City's draft Newport specific eelgrass plan because it is a significant component to the RGP -54 permit. 3. SR- 551NEWPORT BOULEVARD IMPROVEMENT STUDY UPDATE. (4:20 P.M.) Newport Boulevard from Costa Mesa at 19`h Street to Pacific Coast Highway in Newport Beach is one of our region's most traveled arterials. The Orange County Transportation Authority (OCTA) and Costa Mesa and Newport Beach have participated in a study to see how best to mitigate traffic impacts associated with this route. This item provides the Council and community with an update on that study. The City provides a yellow sign -in card to assist in the preparation of the minutes. The completion of the card is not required in order to address the Council. The City Council of Newport Beach welcomes and encourages community participation. Public comments are generally limited to three (3) minutes per person to allow everyone to speak. Written comments are encouraged as well. *�xerxra *x xr * *r * *arr *� *� ** x�,r xxrx Any writings or documents provided to a majority of the City Council regarding any item on this agenda will be made available for public inspection in the Office of the City Clerk located at 3300 Newport Boulevard during normal business hours. In addition, such writings and documents will be posted on the City's website at www.newoortbeachca.aov. This meeting is subject to the Ralph M. Brown Act. Among other things, the Brown Act requires that the agenda be posted at least 72 hours in advance of each meeting and that the public be allowed to comment on agenda items before the City Council and items not on the agenda but are within the subject matter jurisdiction of the City Council. The City Council may limit public comments to a reasonable amount of time, generally three (3) minutes per person. The City of Newport Beach's goal is to comply with the Americans with Disabilities Act (ADA) in all respects. If, as an attendee or a participant at this meeting, you will need special assistance beyond what is normally provided, we will attempt to accommodate you in every reasonable manner. DISCUSSION REGARDING THE APPLICABILITY OF PREVAILING WAGE TO CITY PROJECTS. (4:50 P.M.) As a city with a charter, the City of Newport Beach is not required to pay prevailing wage on all public works projects. Instead, the City can pick and choose which projects might warrant paying prevailing wage, and which may not. For the purposes of this issue, projects include hard infrastructure projects like the Civic Center and ongoing maintenance projects, like median and park landscaping. This item is an opportunity for the Council and public to learn more about the issue in advance of the Council's expected vote on a resolution authorizing an exemption from paying prevailing wage later in the evening. III. PUBLIC COMMENTS ON NON - AGENDA ITEMS AND CLOSED SESSION Public comments are invited on non- agenda items generally considered to be within the subject matter jurisdiction of the Council and Closed Session Agenda items, as reflected in Item 11 - Closed Session - of the Regular Meeting agenda.
