Dear Councilman Hill,
I am a resident of Bayview Heights and have resided at
2321 Mesa Drive for the past 40 years. I have been
informed that there is a movement afoot to delete the Use
Permit Requirement on the number of horses that can be
stabled in our area. It makes no sense to delete the very
instrument that would enable code enforcement to properly
regulate the number of horses stabled at a residence and
deter illegal horse related businesses in our neighborhood.
In addition, I certainly hope that some form of horse fees
are being generated by Newport Beach to help with the
costs of inspections required for such horse activities. The
City can ill afford to take on such added costs during these
belt- tightening times.

To the Mayor and Members of the City Council:
I am a long -time resident of Santa Ana Heights. I am vehemently opposed to the
amendment to the Santa Ana Heights Specific Plan removing the use permit
requirement in respect to the keeping of horses.
The residents of the horse community have voiced concerns that obtaining an
annual use permit is overly burdensome and unnecessary to ensure code
compliance. I wonder if that line of reasoning would gain the listening ear of the dog
licensing authorities, the building department, or the IRS. There are good reasons
for accountability, and horse use permits are no exception. Without them, there is
virtually no practical method of monitoring the number of horses really being
boarded in the neighborhood and whether the standard we've enjoyed for decades
will be maintained and commercial ventures precluded.
I urge you to uphold the requirement as laid out in the Specific Plan, keep the horse
community accountable for their actions, the horse numbers under control, and our
community the way it was intended to be.

I am opposed to the removal of the use permit requirement for horses in the Santa
Ana Heights Area. I oppose commercialization of our neighborhood and we need to keep
track of the horses in the area, similar to dogs with dog licenses.

Hi Kim -
I cannot attend tonight's meeting about the horse permit licensing requirement, and wanted to go on
the record with my views.
I own the home at 20422 Bayview Avenue and love the horses in our neighborhood.
I understand that horse permit licensing requirements may be removed based on a vote this evening.
There are a number of people in our neighborhood who rightfully board horses and
maintain boarding businesses. Many follow the rules limiting the number of horses per residence that
they are allowed to have (3 -6) However, for those who want to abuse this limit and board more than
this, having and enforcing regulations controlling the number of horses per residence is important to
the safety and enjoyment of our community (number of horses on the road, number of flies, number
of droppings in the street).
I see the horse permit licensing requirments as the only way for the city to monitor the number of
horses in Bayview Heights and, therefore, as something that I would like continued.

I received the Newport Beach "Notice of Public Meeting" which appears to recommend that the Council
remove the requirement that three or more horses must obtain an "annual use permit ".
I hope the Council will recognize that it is not appropriate for Newport Beach to now be boarding a large
number of horses owned by people living entirely distant from this area.
