TITLE: Budget Amendment to Accept a Check From the Newport Beach
Public Library Foundation and Appropriate Funds to the Library's
Fiscal Year 2013/2014 Maintenance and Operation Budget
ABSTRACT:
Staff requests approval of a budget amendment to accept a check from the Newport
Beach Public Library Foundation to promote Library services and enhance Library
collections.
RECOMMENDATION:
Approve a Budget Amendment to increase revenue estimates by $12,550 in Account
4090 -5893 (Library Foundation Donations) and to increase expenditure estimates by
the same amount in Division 4090 (Library Foundation Donations) and Division 4060
(Literacy Services).
FUNDING REQUIREMENTS:
The Budget Amendment records and appropriates $12,550 in additional revenue from a
donation made by the Newport Beach Public Library Foundation in increased
expenditure appropriations. The revenue will be posted to the Library Foundation
Donations account in the Library Department, 4090 -5893, and the purchase will be
expensed to the Library Accounts indicated below:
4090 -8200 (Special Dept. Supplies) $ 3,000
4090 -8260 (Library Materials) $ 6,450
4060 -7020 (Part-Time Salaries) $ 3,100

DISCUSSION:
A donation from the Newport Beach Public Library Foundation in the amount of
$12,550, represents specific gifts from donors to add to the Library Collections, and
enhance Services to the Branch Libraries, Literacy and the Homebound Program.

Staff recommends the City Council find this action is not subject to the California
Environmental Quality Act ( "CEQK) pursuant to Sections 15060(c)(2) (the activity will
not result in a direct or reasonably foreseeable indirect physical change in the
environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378)
of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it
has no potential for resulting in physical change to the environment, directly or
indirectly.
NOTICING:
The agenda item has been noticed according to the Brown Act (72 hours in advance of
the meeting at which the City Council considers the item).
