EVERYTHING IN CORONA DEL MAR IS ABOUT THE VIEW -- DAYTIME AND
NIGHTTIME!
People in the surrounding neighborhoods affected by the construction
of the new City Hall have made calls and have had conversations with
some of you concerning what appear to be major issues to us as
neighbors and what the imminent outcomes of these issues will be.
We have been promised from day one that the city "wanted to be our
good neighbors." Up to a point they have been. Now that the final
phase of construction is coming to an end, we are finding that several
major issues concerning these problems are falling by the wayside.
This is a crucial time for changes to be made. If these items are not
attended to, the answers will be that it is too late to make these
adjustments, such as programming the computers for the operation of
the campus and building lighting.
Our major concerns appear to be, in a non - ranked order:
1. THE SAIL
The height of the "Sail" and the infringement on the "view
plane" still are questions to be answered. An independent engineer
would appear to be the answer. Reconstruction if a violation exists.
The lighting of the "Sail." Most find that totally unnecessary.
This lighting is night pollution, elimination of evening and night -time
views, and a waste of energy.
The reflective characteristics of the sail. Not only is the sail
itself reflective on both sides, so is the frame itself.
The view of the back of the sail is unsightly, both in the day time
and at night.
2. FACILITIES LIGHTING
Emergency exit signs are necessary. Accent lighting, building
overhangs and landscape lighting are not.
The 10:00pm time that the city has established as a benchmark
for keeping all lights turned on is a problem. City employees leave
work at 5:00pm and do not work on weekends. These lights could be
turned off at a much earlier hour.
The late turnoff hour is another waste of energy and
contributes to the night view pollution. It is understandable that for
meetings there would have to be some lighting provided.
What will the light pollution be when custodial crews are
working at night? Can these cleaning crews come in at 5:00am to do
their work? Some cleaning companies may prefer this option.
3. THE PARKING STRUCTURE
The green exit areas on the top floor of the parking structure
continue to be an eyesore.
Has a gate been established for the top floor in order to prevent
parking on that level?
4. THE PARK
What are the guidelines for the lighting of the park areas?
What type of sound system will be used for public events in the
park areas?
