RESOLUTION NO. 7989
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH CALLING FOR THE
DISSOLUTION OF THE ORANGE COUNTY MOSQUITO
ABATEMENT DISTRICT
WHEREAS, the Orange County Mosquito Abatement
District is composed of a Board of Trustees representing
one member from each city in Orange County as well as a
County representative for a total membership of twenty -
seven trustees; and
WHEREAS, the District's principal function is the
control of water - related vectors (mosquitoes and midges);
and
WHEREAS, the Orange County Health Department has
complementary functions in vector control; and
WHEREAS, the 1972 Orange County Grand Jury report
suggested that a twenty -seven man Trustee Board was not neces-
sary to set policy for controlling mosquitoes; and
WHEREAS, the 1972 Orange County Grand Jury further
suggested that consideration be given to dissolving this
special district altogether, and the control of mosquitoes
added to the functions of the County Health Department,
thereby accomplishing a better utilization of equipment and
personnel,and avoid a duplication of effort.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach hereby endorses the recommenda-
tions of the 1972 Orange County Grand Jury that the Trustee
Board of the District be reduced to five members and that
dissolution of the District be pursued and mosquito abate-
ment responsibility be placed in the Vector Control section
of the County Health Department.
BE IT FURTHER RESOLVED that the Orange County League
of California Cities is hereby requested to assist with what-

ever necessary legal and procedural steps that are required
to reduce the Trustee Board of the District to five members
and to dissolve the Orange County Mosquito Abatement District.
BE IT ALSO FURTHER RESOLVED that the City Clerk is
hereby authorized to send copies of this resolution to the
• Orange County Board of Supervisors, the Intergovernmental
Coordinating Council, the Local Agency Formation Commission
and each city in Orange County.
