RESOLUTION NO. 8030
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH REQUESTING THE U.S.
ARMY CORPS OF ENGINEERS TO ISSUE AN EMER-
GENCY PERMIT TO ALLOW MAINTENANCE DREDGING
IN DOVER SHORES
WHEREAS, the Dover Shores waterways have silted up
making the operation of boats in the channels extremely dan-
gerous and in some instances impossible; and
WHEREAS, this situation has created a serious need
to perform maintenance dredging in and around the areas oc-
cupied by the pier or float installations; and
WHEREAS, the Newport Beach Marine Safety Department
has been advised that any dredging activities in navigable
waters will require a permit from the U. S. Army Corps of
Engineers; and
WHEREAS, because of the many review procedures by
various Federal, State, and local agencies that must occur
before a dredging permit will be issued, it may be many months
before the necessary permit to dredge the Dover Shores water-
ways may be obtained; and
WHEREAS, the City Council finds that an emergency
situation currently exists as a result of the siltation in the
Dover Shores waterways which emergency must be corrected im-
mediately in order to protect the health, safety, and general
welfare of the citizens living in this area.
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach hereby respectfully requests the
U. S. Army Corps of Engineer to issue an interim emergency
permit to allow maintenance dredging to the original designed
depths in the Dover Shores waterways.
BE IT FURTHER RESOLVED that the City Council of the
City of Newport Beach requests that the U. S. Army Corps of

Engineers issue a blanket dredging permit for the existing
approved waterways, landward of the Federal project lines,
to be accompanied by justifying documents and procedural outlines
which will be provided in a coordinated effort with the Harbors,
• Beaches, and Parks District for the County of Orange.
