RESOLUTION NO. 8130
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH EXPRESSING ITS SUPPORT OF
THE PRESIDENT AND DEPLORING POLITICAL AND
• NEWS MEDIA EFFORTS TO ENCOURAGE PREJUDGMENT
OF IMPLIED WRONGDOING
WHEREAS, obviously prejudiced statements have been
made by public officials and other public personalities and
featured by the news media with extreme emphasis, along with in
some instances biased reporting and editorializing regarding
the President's involvement in Watergate, the tapes and subse-
quent cover -up, implying or even claiming wrongdoing on his
part, his family and friends; and
WHEREAS, to date no evidence of guilt has been shown
or proven; and
WHEREAS, the above actions may have led to unfair and
emotional prejudgment of guilt; and
WHEREAS, the above events have given rise to conditions
which make it extremely difficult for the President to effect-
ively discharge his administrative duties; and
WHEREAS, the efficient conduct of the affairs of the
nation is of continuing paramount importance;
NOW, THEREFORE, BE IT RESOLVED that the City Council
of the City of Newport Beach hereby expresses its support of
the Presidency during this present domestic crisis; and recognizing
the vital need for a condition of normality, permitting effective
exercise of the Office of the President until such time as he
may be judged unfit by due process of law, strongly urges the
following:
1. That political advantage not be sought at the
• expense of encouraging doubt and suspicion to be directed toward
our government's highest office;
2. That the news media place greater emphasis on
positive, factual and balanced reporting, recognizing the impact

they exercise on public opinion,- and
3. That all citizens join in extending fair treatment
and support of the conduct of the Presidency, in order that
vital administrative duties can be effectively accomplished, as
• they affect not only the nation, but the world as well.
