RESOLUTION NO. 8447
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH OPPOSING LEGISLATION WHICH
WOULD CREATE THE SOUTHERN CALIFORNIA ASSOCIA-
TION OF GOVERNMENTS BY STATUTE AND MANDATE ITS
MEMBERSHIP
WHEREAS, the General Assembly of the Southern California
Association of Governments (SCAG) will be debating legislation
that would transform SCAG into a statutory agency with membership
being mandatory for all cities and counties; and
WHEREAS, the City Council of the City of Newport Beach
believes that SCAG should remain a voluntary association of local
governments to act primarily as a planning and reviewing agency,
with only such regulatory power as necessary to carry out these
functions; and
WHEREAS, land use and other home rule authority should
continue to be the responsibilities of cities and counties; and
WHEREAS, the control of funds subvented by State and
Federal governments, and the decisions upon how and what projects
are appropriate for funding, should continue to rest with cities
and counties currently exercising such authority;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach hereby expresses its strong opposition
to any legislation which would transform the Southern California
Association of Governments into a statutory agency and making
membership mandatory for all cities and counties;
BE IT FURTHER RESOLVED, that SCAG should be allowed to
continue to function as it has in the past, without the addition
of any new powers, duties or functions;
BE IT FURTHER RESOLVED that the City Clerk is directed
to send a copy of this resolution to Senator Dennis E. Carpenter,
Assemblyman Robert E. Badham, General Assembly of SCAG, the
Intergovernmental Coordinating Council of Orange County, the
