HomeMy WebLinkAbout8468 - 1995 Functional Classification Study Mapsj. � -y RESOLUTION NO. 8468 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH APPROVING THE 1995 FUNC- TIONAL CLASSIFICATION STUDY MAPS FOR THE CITY AS BEING IN SUBSTANTIAL CONFORMANCE WITH THE CIRCULATION ELEMENT OF THE GENERAL PLAN • WHEREAS, in 1970 the 1968 National Highway Functional Classification Study was updated to 1970, and expanded to define a projected 1990 National Highway Functional Classification Sys- tem; and WHEREAS, in 1973, the California Department of Public works initiated an update and further projection of that Study from 1990 to 1995 as a first step in complying with Chapter 1253, Statutes of 1972 (AB 69) for the development of the highway ele- ment of the California Transportation Plan; and WHEREAS, the Metropolitan Transportation Engineering Board (MTEB) Vice Chairman coordinated the 1995 Functional Classification Study within their respective jurisdictions; and WHEREAS, the Metropolitan Transportation Engineering Board is the Southern California Association of Governments (SCAG) Committee authorized to approve the 1995 Functional Classification Study for SCAG; and WHEREAS, SCAG is expected to pass a resolution support- ing the 1995 Functional Classification Study developed by the MTEB members and adopted by the cities and counties; and WHEREAS, the 1995 Functional Classification Study would provide the Federal Department of Transportation with facts required to make recommendations to Congress on specific changes considered desirable with respect to the character and size of Federal aid systems and programs; and WHEREAS, the 1995 Functional Classification Study would • also provide the California legislature with the facts required to form an objective approach to determination of criteria for future highway, road and street systems and programs; and WHEREAS, Council approval of the 1995 Functional Clas- sification Study will not preclude future adjustments of street classifications due to changing population, travel and land use; and • WHEREAS, the Functional Classification Study Map is substantially consistent with the Select Street System and with the 1995 Functional Classification,Systems of contiguous juris- dictions; and WHEREAS this 1995 Functional Classification Study for the City has been completed and found to be satisfactory to the California Department of Transportation. WHEREAS, the 1995 Functional Classification Study Maps for Newport Beach include certain routes not included in the adopted Circulation Element of the City of Newport Beach General Plan as listed below herein: FCS -Map Route Link No. A. Newport Freeway 17th Street to West Coast Hwy. 14W21 B. Corona del Mar Fwy. University Drive to East Coast 14W22 Highway C. Coast Freeway Westerly City Limits to Easterly 14W21 City Limits 14W22 D. A -A Street West Coast Hwy. to 17th Street 14W21 WHEREAS, the 1995 Functional Classification Study Maps for Newport Beach exclude a route included in the adopted Circulation Element of the City of Newport Beach General Plan as listed below herein: Route Link FCS -Map Nn A. Newport Freeway 17th Street to Newport Blvd. 14W21 WHEREAS, this resolution shall include all routes shown on the Functional Classification Maps for the City of Newport Beach except those listed herein above as being discrepancies with the City's approved Circulation Element of the General Plan; NOW, THEREFORE, BE IT RESOLVED THAT the City Council of the City of Newport Beach hereby approves the 1995 Functional Classifica- tion Study for the City as being in substantial conformance with the Circulation Element of the General Plan.
