A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH ESTABLISHING THE DUTIES AND
RESPONSIBILITIES OF THE BICYCLE TRAILS CITIZENS
ADVISORY COMMITTEE
WHEREAS, by City Council motion on August 23, 1971
a committee was established for the purpose of reviewing and
making recommendations for amendments to the adopted Master Plan
of Bicycle Trails; and
WHEREAS, said Committee will be known as the Bicycle
Trails Citizens Advisory Committee; and
WHEREAS, it is the purpose of this resolution to
establish the responsibilities and objectives of the Bicycle
Trails Citizens Advisory Committee;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that there is hereby established a
Bicycle Trails Citizens Advisory Committee, to be comprised of
fourteen (14) citizens with each councilman nominating two (2)
members who shall have full voting rights. Said committee shall
also include two (2) liaison members from the City Council.
Duties and functions of said committee shall be as follows:
1. Review and make recommendations for amendments
to the adopted Master Plan of Bicycle Trails.
2. Establish a priority of said recommendations.
3. Recommend long -term goals and objectives.
4. Recommend programs and activities to meet the
objectives.
5. Determine the economic feasibility and source of
funding for all recommendations.
BE IT FURTHER RESOLVED by the City Council of the
City of Newport Beach that:
1. The officers of said committee shall be elected
by the committee and be comprised of a chairman,

a vice - chairman and a secretary;
2. A quorum shall consist of one half of any
currently- serving membership, but not less than
five (5) persons eligible to vote;
• 3. The minutes of each meeting shall be recorded by
the secretary and transmitted to the City Council
at the next regularly scheduled meeting;
4. If an appointee is absent from three ('3) consecu-
tive meetings,.while not absent from the County,
this fact shall be reported to the City Council;
5. Reports and recommendations of the committee
shall be made directly to the City Council, and
any publication of said committee shall require
authorization from the City Council;
6. Any letter written by a member of the committee,
representing the committee or stating recommendations
made or action taken by the committee, must be
approved by the chairman or vice - chairman before
being mailed or delivered., and a copy delivered
to the secretary for filing;
BE IT FURTHER RESOLVED that the City Council shall
hold an annual review of the Bicycle Trails Citizens Advisory
Committee for the purpose of determining the necessity for
continuing the existence of the committee.
