A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH EXPRESSING SUPPORT
FOR SB 886 (CARPENTER) RELATING TO
HARMFUL AND OBSCENE MATTER
WHEREAS, Senate Bill 886 (Carpenter) has been passed
by the California State Senate and is presently pending before
the California State Assembly Committee on Criminal Justice; and
WHEREAS, recent United States Supreme Court decisions
have contained new guidelines for the definition and prosecution
of harmful and obscene matter; and
WHEREAS, the definitions and procedures contained in
Senate Bill 886 closely follow the United States Supreme Court
guidelines and would provide an effective means to control the
display and distribution of harmful and obscene matter.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach:
1. That the City Council of the City of Newport Beach
hereby expresses strong support of SB 886 and urges its adoption.
2. That the City Clerk of the City of Newport Beach
shall cause copies of this resolution to be forwarded to State
Assemblyman Robert Badham, Senator Carpenter, The League of
California Cities, the Intergovernmental Coordinating Council,
and the City's Legislative Advocate.
