A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AUTHORIZING THE CREATION
AND USE OF A FUND FOR A FLASH ROLL
• WHEREAS, the City Council of the City of Newport
Beach finds that in the Police Department's enforcement of
the narcotic laws it is necessary to demonstrate to a seller
of narcotics that the buyer has sufficient funds to fulfill
the transaction; and
WHEREAS, such funds are commonly referred to by law
enforcement agencies as a "flash roll "; and
WHEREAS, the County of Orange previously made
available flash roll monies, which funds are no longer available;
and
WHEREAS, adequate controls will be placed over the
use of the funds for a flash roll in order to minimize the risk
of loss of such funds;
NOW, THEREFORE, the City Council of the City of Newport
Beach hereby resolves as follows:
1. The Chief of Police shall be authorized to receive
a cash advance in the amount not to exceed $25,000.00. The
demand for payment shall be made to the Finance Director, signed
by the Chief of Police, or his designated representative, stating
the amount of money requested is needed for the purposes of
law enforcement.
2. The money so withdrawn from the city treasury
shall be paid over to the Chief of Police, or his designated
• representative, and shall be returned to the Finance Director
or accounted for not later than twenty -four (24) hours after
disbursement by the Finance Director to the Chief of Police.
3. The Finance Director shall set up appropriate
accounting procedures to insure the safeguard of the funds
as herein provided. The funds shall be made available to the
• Police Department of the City of Newport Beach only, and not
to any other law enforcement agencies, be they city, county,
state or federal.
4. The funds herein provided for shall be used
exclusively for law enforcement purposes, and, in particular,
for narcotics law enforcement, and for no other purpose.
