HomeMy WebLinkAbout9169 - Urban Development Strategy for CaliforniaC RESOLUTION NO. 9169 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH OPPOSING ADOPTION OF THE DRAFT REPORT ENTITLED "URBAN DEVELOPMENT STRATEGY FOR CALIFORNIA' WHEREAS, the State Office of Planning and Research has published a draft report entitled "Urban Development Strategy for California "; and WHEREAS, the heart of the proposed plan is 13 policies and 46 recommended actions which propose drastic changes in established economic, social, and political structures with many possible pitfalls; and WHEREAS, for many of the terms used, precise defini- tions are not stated, i.e., "appropriate locations ",'bxisting urban areas ", etc.; and WHEREAS, this plan will artificially reduce the amount of land available for building, thereby driving up the cost of both land and homes, both new and old; and WHEREAS, implicit throughout the plan is the concept that local units of government have failed and that planning by an ever greater centralized bureaucracy can satisfy the needs of our citizens better than local governmental jurisdictions; and WHEREAS, a fundamental premise of the American system is the utilization of a free and open market place, one in which the people, through their purchasing power, make the basic decisions about the quality of life they prefer. The use of resources - land, air, water and energy - have been in response to the market dictates of the people. This freedom of choice appears to have a certain repugnance to the authors of the Urban Development Strategy; and g WHEREAS, it is doubtful that the legislature and the people of California are prepared to substitute planning dictates for market choices which is the obvious consequence of a document which proposes to "redirect growth "; and • WHEREAS, implementation of these policies and recom- mendations will mean even greater imposition of controls, governmental regulation and the stifling of free enterprise; and WHEREAS, the development process is now too littered with restrictions, prohibitions, regulations, and a tangle of bureaucratic red tape imposed in recent years by state government.on local governments. It is time to clear up those pathways - or at least stop clogging them further. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that the State Office of Planning and Research be encouraged to develop an urban development strategy that identifies the development needs of our population - existing and projected - for housing, commerce, industry and related community facilities, and outlines an orderly and responsible process for.accommodating growth in those areas already within the urban development patterns that have been dictated by climate, geography, economics and plain human choice. These factors still prevail and always will as long as our society remains reasonably free. BE IT FURTHER RESOLVED that the City Clerk is hereby authorized and directed to send a copy of this resolution to the Governor of the State of California and to each Assemblyman and Senator from Orange County. • ADOPTED this 22nd dam- f August 1977.
