The fees prescribed herein shall become delinquent on the first day of March. Upon failure of a permittee to pay the prescribed fee when due and prior to delinquency, the Finance Director shall add a late payment penalty of twenty -five percent (250) of said fee on the first day of each month after the due date thereof, provided, however, that the amount of such late payment penalty to be added to the primary fee shall in no event exceed one hundred percent (100 %) of the amount of the fee due.
