HomeMy WebLinkAbout9428 - Local Coastal Planning Advisory CommitteeALTERNATE "A" RESOLUTION NO. 9428 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING A LOCAL COASTAL PLANNING ADVISORY COMMITTEE TOGETHER WITH CERTAIN PROCEDURAL RULES WHEREAS, the California Coastal Act of 1976 requires local jurisdictions to prepare individual local coastal programs; and WHEREAS, the City of Newport Beach is therefore required to prepare a Local Coastal Program; and WHEREAS, the City Council desires that citizen input be an integral part of the Local Coastal Program preparation; and WHEREAS, the City Council feels that such citizen input could be provided through the creation of a Local Coastal Planning Advisory Committee, NOW, THEREFORE, BE IT RESOLVED that a Local Coastal Planning Advisory Committee is hereby established. The Local Coastal Planning Advisory Committee shall consist of ten (10) citizens, seven (7) to be appointed by the City Council, with each Councilman appointing one (1) member, the remaining three (3) members consisting of one (1) each from the Citizens Environmental Quality Control Advisory Committee, the Community Development Citizens Advisory Committee, and the Transportation Plan Citizens Advisory Committee, who shall be appointed by their own membership. All members shall possess full voting rights. • The duties and responsibilities of the Committee shall be as follows: 1. Provide citizen input into the development of the Local Coastal Program for the City of Newport Beach; 2. Advise both the Planning Commission and the City Council regarding development of the Local Coastal Program; • 3. Assist in the preparation of a land use plan and development guidelines for those parts of the City within the coastal zone; 4. Address the following major areas in the preparation of the Local Coastal Program: (a) Public access, parking and circulation in the coastal zone; (b) Visitor serving facilities in the coastal zone; (c) The provision of housing for all economic strata; (d) New development and the protection of environmentally sensitive habitat areas and unique coastal resources. BE IT FURTHER RESOLVED by the City Council of the City of Newport Beach that: 1. The officers of said Committee shall be elected by the Committee and be comprised of a chairman, vice chairman and a secretary; 2. A quorum shall consist of one -third of the currently serving membership, but not less than four (4) persons eligible to vote; 3. If an appointee is absent from three (3) consecutive . meetings while not absent from the county, this fact shall be reported to the City Council; 4. Any letter written by a member of the Committee representing the Committee or stating any recommendation or action -2- • taken by the Committee must be approved by the chairman or the vice chairman before being mailed or delivered, and a copy delivered to the secretary for filing; 5. All meetings of the Committee shall be open to the general public and maximum public participation is encouraged; 6. The minutes of each meeting shall be recorded by the secretary and transmitted to the City Council at the next regularly scheduled meeting; 7. This Committee shall terminate and cease to exist on August 15, 1980, or upon State Coastal Commission certifi- cation of the Local Coastal Program, whichever is earlier.
