• A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH AUTHORIZING THE COUNTY OF
ORANGE TO UTILIZE THE CITY'S ALLOCATION FROM
THE STATE LITTER CONTROL, RECYCLING AND
RESOURCES RECOVERY ACT OF 1977 AND AUTHORIZING
THE CITY MANAGER TO EXECUTE THE GRANT APPLICA-
TION
WHEREAS, the Legislature of the State
has enacted the State Little Control, Recycling
Recovery Act of 1977 (Government Code section 6
which provides funds to counties and cities for
and litter law enforcement; and
WHEREAS, said Act states that in lieu

utilization of litter clean -up and litter enforcement funds
combined proposals may be developed by the county and cities
and approved by the Board of Supervisors and by at least
50% of the cities representing at least 50% of the population
residing within the cities in the county; and
WHEREAS, combined programs for litter clean -up and
litter enforcement are deemed to be in the best interests of
Orange County and the residents of the City of Newport Beach,
NOW, THEREFORE, BE IT RESOLVED that this City Council:
1. Approves the filing of the attached application
(Litter Control Grant - Short .Form Application) for funding
under the Litter Control, Recycling and Resource Recovery Act
and utilization by the County of Orange of funds allocated to the
City of Newport Beach for litter clean -up and litter law
• enforcement; and
2. Certifies that said Council understands the
general provisions of the grant agreements; and
3. Authorizes the City Manager, as agent of the City

of Newport Beach, to sign the Litter Control Grant Application
and transmit said application and this resolution to the
State Solid Waste Management Board.
