1. Residential solid waste collection is performed by City crews in
most of the City, except for Newport Coast which is collected by
CR &R under contract through June 30, 2018.
2. The citywide state - approved diversion rate is 70% for 2011.
3. The City - collected solid waste is delivered to the City -owned
transfer station:
• Loads are staged for transfer to CR &R's MRF for mixed waste
processing to recover recyclables.
• The processing agreement maybe terminated by the City upon
six months notice. The base term will expire in 2018 and renew
annually for five additional one year terms unless terminated by
City.
• 41 % of City - collected waste was recycled in FY 2011.
4. Commercial waste is collected by private haulers who compete
based on price and service. The 10 -year non - exclusive service
agreements expire in 2017.

1. Existing system: manual refuse collection with mixed waste processing.
a. Proposer may choose to:
• Use City's transfer station with existing transfer and processing agreement
with CR &R through 2018, or;
• Propose an alternative processing facility as long as the proposed diversion
meets or exceeds existing diversion achieved by the City.
b. Consolidate Newport Coast and other solid waste agreements into a City -wide
contract as they expire.
2. Any system the proposer believes is operationally feasible in Newport
Beach that will:
• Minimize total service costs (with high quality customer service).
• Meet or exceed the existing diversion achieved by the City.
3. Separated three - stream collection (refuse, recycling, and green waste).
• May be proposed as manual or automated collection at discretion of
proposer.
• Green waste service only to be proposed in areas that generate reasonable
quantities.
• Option would minimize the cost of refuse component versus
recycling /green waste component.

1. Allow proposer to use the City transfer station
(at no charge for City contract waste) and
accept additional fee - paying waste to generate
revenue to the City from:
• Commercial waste haulers in Newport Beach
• Haulers outside Newport Beach (limited)
2. Allow the haulers to propose to use the City's
transfer station (at no charge) for Newport
Beach residential solid waste only.
3. Close the transfer station and use the facility for
other City purposes.
