HomeMy WebLinkAbout9933 - General Plan Amendment 79-2 Circulation ElementRESOLUTION NO. 9933 Milk A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH APPROVING AMENDMENTS TO THE q=r CIRCULATION ELEMENT OF THE GENERAL PLAN AND ACCEPTING THE ENVIRONMENTAL DOCUMENT (GPA 79 -2) WHEREAS, Section 707 of the Charter of the City of Newport Beach provides that the City Council, upon recommendation of the Planning Commission, may amend the General Plan or any part thereof; and WHEREAS, the General Plan of the City of Newport Beach contains a Circulation Element which serves as a guide for the future planning and development of the City; and WHEREAS, the Planning Commission has held a public hear- ing at which it considered an amendment to the Circulation Element and adopted Resolution No. 1058 recommending to the City Council certain changes in said Element; and WHEREAS, the City of Newport Beach has certified the Final Environmental Impact Report (EIR) prepared in conjunction with these proposed amendments; and WHEREAS, the City Council has reviewed and considered the certified Finald EIR in making its decision on the proposed amendment, and has further determined that the EIR has been pre- pared in compliance with and satisfies the requirements of the • California Environmental Quality Act and the State EIR guide- lines, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that the following described amendments Amok to the Circulation Element Master Plan of Streets and Highways of qqW the General Plan be adopted: (1) Coast Highway westerly of the Santa Ana River be designated as primary road, four lane divided; (2) Brookhurst Street be designated major road, six lane divided; (3) 19th Street westerly from Santa Ana River to Brookhurst be designated a primary road, four_ lane divided; (4) Seventeenth Street between Placentia Avenue and Balboa Boulevard extended by designated as secondary road, four lane undivided; (5) Seventeenth Street between Newport Boulevard and Placentia Avenue be designated a primary road, four lane divided; (6) Orange Avenue, between 17th Street and 19th Street be designated secondary road, four lane undivided; (7) Nineteenth Street, between Irvine Avenue and Tustin Avenue be designated secondary road, four lane; (8) Del Mar Avenue, between Irivne Avenue and Newport Boulevard be designated primary road, four lane divided; • (9) North Bristol Street, between University Drive North and Red Hill be designated primary couplet; (10) University Drive, easterly of MacArthur Boulevard be designated major road, six lane divided; 2 (11) San Miguel Drive, north of Ford Road be realigned to more closely conform to alignment shown on the Master Plans of Orange County, and City of Irvine; (12) Bonita Canyon Road, easterly of MacArthur Boule- vard be designated a major road, six lane divided; (13) San Joaguin Hills Transportation Corridor - extend "Routes that require further considera- tion" designated easterly and show the name; (14) Avocado Avenue /MacArthur Boulevard Primary Couplet be extended to show the couplet begin- ning northerly of San Joaquin; MacArthur Boulevard, between Avocado Avenue and Coast Highway be designated primary couplet, Avocado Avenue between MacArthur Boulevard and San Joaquin Hills Road be designated primary couplet; (15) Spy Glass Hill Road, between San Joaquin Hills Road and Coast Highway be deleted. BE IT FURTHER RESOLVED that: The number of lanes to be included in the various cate- gories of one -way couplet be defined in the Circulation Element as follows: a. Secondary couplet - 2 lanes for each leg. b. Primary couplet - 3 lanes for each leg. C. Major couplet - 4 lanes for each leg. Q The number of lanes would be considered to be through lanes with added turning lanes being provided, where necessary, AdMIL at intersections amd drive entrances.
