A RESOLUTION OF THE CITY COUNCIL OF THE CITY
• OF NEWPORT BEACH CREATING AN AD HOC COMMITTEE
TO STUDY ANNEXATION OF SANTA ANA HEIGHTS
WHEREAS, at various times the issue of annexing Santa
Ana Heights has been before the City Council; and
WHEREAS, there are a multitude of interests and factors
which should be considered to adequately evaluate annexation, its
impact and to address unresolved questions;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that an Ad Hoc Santa Ana Heights
annexation study Committee is hereby created.
BE IT FURTHER RESOLVED that the functions, duties and
composition of the Committee shall be as follows:
1. The Committee shall consist of three members who
shall be appointed by the Mayor. The committee may seek input
and assistance as deemed appropriate! from parties who, to the
extent possible, represent varying interests in Santa Ana
Heights.
2. The Committee shall terminate when it makes its
recommendations to the City Council or December 31, 1982,
whichever occurs first.

the City Council on land use designations and zoning, impact of
annexation on airport expansion, revenue and costs attributable
to annexation, assessed valuation, public improvements and
funding, annexation fees, responsibility for environmental
documentation, who should apply to LAFCO, an indication of public
support within the potential annexation area, annexation
procedures, propriety of pre- zoning and other related issues.
5. The Committee may establish its own guidelines and
procedures consistent with the intent of this Resolution in order
to properly evaluate the numerous variables pertaining to the
desirability of the Santa Ana Heights annexation.
