HomeMy WebLinkAbout82-103 - City Council-Planning Commission Ad Hoc Housing Task ForceResolution No. 82 -103 RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING THE JOINT CITY COUNCIL /PLANNING CCk7MISSION AD HOC HOUSING TASK FORCE. WHEREAS, on September 28, 1981 the City Council of the City of Newport • Beach adopted Resolution No. 11051 amending the Housing Element of the General Plan consistent with the provisions of Government Code Sections 65580 et seq, (Roos Bill); and WHEREAS, the City of Newport Beach is making a good faith effort to implement the policies and programs contained in the General Plan Housing Element; and WHEREAS, Objective 7 of the Newport Beach General Plan Housing Element is to "promote and assist in the development of housing for low and moderate income households "; and WHEREAS, the implementation of Housing Element Objective 7 calls for the investigation and evaluation of the Tax• - Exempt Mortgage Revenue Bond and Conammity Development Block Grant Programs; and WHEREAS, Objective 7 further calls for the appointment of a task force to evaluate the Cona nrity Development Block Grant Program; and WHEREAS, the Newport Beach Planning Camnission has held hearings to identify residential sites suitable for increased densities; and WHEREAS, on May 24, 1982 the City Council initiated General Plan Amendment 82 -1 to increase the allowable residential density on the North Ford site; and • WHEREAS, it may be possible to use either the Tax - Exempt Mortgage Revenue Bond or Community Development Block Grant Programs in conjunction with the development of the North Ford site. NOW, THEREFORE, BE IT RESOLVED by the City Council of Newport Beach that the joint City Council /Planning Commission Ad Hoc "Housing Task Force" is hereby established. BE rr FURTHER RESOLVED that the functions and duties of the Housing • Task Force shall be as follows: 1. The Housing Task Force shall consist of the Mayor, or Mayor Pro Tern, two (2) City Council members, and two (2) Planning Coni.issioners, appointed by the Mayor. Staff support shall be provided by the Planning Department. 2. The Housing Task Force shall report back to the City Council on or before September 13, 1982. 3. The Task Force shall act in an advisory capacity to the City Council and to Staff and oversee, coordinate, and review all matters relating to the City's participation in the Cammmity Development Block Grant and Mortgage Revenue Bond Programs. 4. The existence of the Camnittee shall be reviewed in the October 1982 review of City Council Committees by the City Council. ,l!_+s — 2 — Adopted this 12th day of July 1982. 1 7/2/82
