• A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NEWPORT BEACH REQUESTING THE ORANGE COUNTY
BOARD OF SUPERVISORS TO CONSIDER THE ADOPTION
OF A JOINT POWERS AGREEMENT RELATIVE TO THE
ESTABLISHMENT OF AN AQUATIC CENTER ON NORTH
STAR BEACH
WHEREAS, the City of Newport Beach and the County of
Orange jointly own certain filled tidelands, commonly known as
North Star Beach, which adjoin a portion of Upper Newport Bay;
and
WHEREAS, the City of Newport Beach has approved, in
concept only, a proposal submitted by Newport Beach Aquatic
Center, a non - profit corporation, which calls for the construc-
tion, at no cost to the City of Newport Beach or the County of
Orange, of an Aquatic Center on North Star Beach; and
WHEREAS, the construction of an Aquatic Center on North
Star Beach would constitute a significant benefit to both the
City of Newport Beach and the County of Orange in that the faci-
lity would be available for use by members of the general public
and will service the needs of the large number of persons who own
human - powered watercraft; and
WHEREAS, the City Council of the City of Newport Beach
is submitting the proposed Aquatic Center proposal to the voters
of the City of Newport Beach, pursuant to the provisions of
Section 1402 of the City Charter of the City of Newport Beach;
and
WHEREAS, City and County staff have met and discussed
• said proposed Aquatic Center and, have determined that, if the
Aquatic Center is approved by the Legislative bodies of the City
of Newport Beach and the County of Orange, a Joint Powers
Agreement would be the most efficient means of supervising the
construction and operation of the facility;
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Newport Beach hereby requests the Board of

Supervisors of the County of Orange to direct appropriate County
personnel to study the proposed Aquatic Center, to discuss with
staff from the City of Newport Beach, the preparation and adop-
tion of a Joint Powers Agreement relative to said Aquatic Center,
and to request that County personnel submit a report to the Board
of Supervisors, at such time as the Board may designate.
