• RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH SUPPORTING AMENDMENTS TO HR 2059
TO EXPAND THE PROPOSED MORATORIUM ON OFFSHORE
OIL DRILLING TO INCLUDE TRACTS ADJACENT TO
NEWPORT BEACH
WHEREAS, the Department of Interior has proposed making
available up to 12,000,000 acres of Federal waters off the coast
of California, including off the shores of Newport Beach; and
WHEREAS, United States Congressman Leon Panetta has
sponsored HR 2059 which would impose a moratorium on offshore oil
development until the year 2000; and
WHEREAS, although HR 2059, as presently worded would
impose a moratorium on offshore development, it does not impose
such a moratorium in close areas north -west and due west of
Newport Beach; and
WHEREAS, if there were offshore oil development in the
close areas north -west and due westerly of Newport Beach it could
result in severe damage to Newport Beach environmentally,
aethestically and economically; and
WHEREAS, Congressman Panetta expressed interest on July
2, 1983 in favorably considering a specific proposal to amend his
bill which would further protect the legitimate interests of
Newport Beach;
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Newport Beach that the City Council of the City of
Newport Beach supports HR 2059 to the extent to which it offers
• some protection to the coast off Newport Beach and also supports
amendments to HR 2059 to extend the moratorium on offshore
drilling to encompass tracts off the coast of Newport Beach; and
BE IT FURTHER RESOLVED that the Mayor and appropriate
City staff are authorized to take any action deemed appropriate
• or necessary to secure such amendments.
ADOPTED this 11th day of July , 1983.
