HomeMy WebLinkAbout96-82 - El Toro Airport Reuse Plan & DEIR 563 - El Toro AirportRESOLUTION NO. 96- 82 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH CALIFORNIA, IN SUPPORT OF DRAFT COMMUNITY REUSE PLAN AND DEIR 563, EL TORO AIRPORT WHEREAS, Marine Corps Air Station El Toro (El Toro) is a regional asset • located in the geographic center of Orange County; and WHEREAS, El Toro's redevelopment is the most important economic decision for the region for the next century; and WHEREAS, El Toro has been a military airport since 1942 with four active runways; and WHEREAS, Federal law requires El Toro to close by July 1999; and WHEREAS, Orange County voters established a process in November 1994 with the passage of Measure A to plan for a commercial airport at El Toro; and WHEREAS, The Measure A planning process was ratified by the Orange County voters in March 1996 with the defeat of Measure S; and WHEREAS, The Department of Defense has designated the Measure A planning process as the only officially recognized "Local Redevelopment Authority" (LRA); and WHEREAS, State law designates the Measure A planning process for the purposes of state grants and economic conversion; and WHEREAS, Cities surrounding El Toro have been offered a substantive role in the reuse process at least two times; and WHEREAS, Those cities have declined to participate and have boycotted the planning process; and WHEREAS, The Department of Defense and Federal Aviation Administration have appropriated over $2 million for the development of a "Community Reuse Plan" for El Toro's redevelopment; and WHEREAS, The extensive planning for El Toro's closure and redevelopment • has continued uninterrupted for nearly two years; and WHEREAS, According to the Department of Defense the public participation and community outreach for El Toro's reuse is the most extensive in the United State; and Res. 96 -82 WHEREAS, Numerous community meetings, workshops, briefings, and newsletters have been distributed throughout the community in the last two years; and WHEREAS, The Draft El Toro Community Reuse Plan (Reuse Plan) and Draft Environmental Impact Report #563 (DEIR) have been drafted and circulated for public comment; and • WHEREAS, The Reuse Plan and DEIR discuss a broad scope of redevelopment alternatives for El Toro in General Plan detail; and WHEREAS, Alternative A of the DEIR is the proposed project after extensive comparative analysis; and WHEREAS, Alternative A fully utilizes the runways and aviation footprint of El Toro by contemplating a commercial and cargo airport at El Toro; and WHEREAS, Alternative A accommodates approximately 38 million annual air passengers in 2020; and WHEREAS, Alternative A is by far the most beneficial reuse of El Toro allowing the businesses and travelers access to national and international markets; and WHEREAS, Alternative A projects that 162,000 new jobs will be created; and WHEREAS, Alternative A projects $9.9 billion in total economic output from an El Toro project; and WHEREAS, Alternative A captures Orange County and the region's 1.6 million tons of air cargo demand at El Toro; and WHEREAS, Alternative A reduces the noise impacts in the surrounding communities in comparison to the military mission; and WHEREAS, Alternative A can be funded at no cost to local taxpayers; and WHEREAS, The Orange County Board of Supervisors in their capacity as the federally designated Local Redevelopment Authority will consider the El Toro Community Reuse Plan and EIR on or about December 15, 1996; and •THEREFORE BE IT RESOLVED, The City of Newport Beach supports the Draft Community Reuse Plan and Alternative A of the Draft Environmental Impact Report; and Res. 96 -82 FURTHERMORE, The City Council authorizes the Mayor or designee to transmit this Resolution to Supervisor Roger Stanton, Chairman, Orange County Board of Supervisors; and FURTHERMORE, The City Council authorizes and encourages the Mayor or designee to address the Board of Supervisors in public session on or about December 15 for the purpose of communicating this City's position; and • FURTHERMORE, Copies of this executed Resolution shall be transmitted to Citizens for Jobs & the Economy, 950 South Coast Dr. Ste. 200, Costa Mesa, CA 92626.
