• A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF NEWPORT BEACH ESTABLISHING
THE PENALTY FOR FAILING TO DISPLAY
HANDICAPPED PLACARDS AND PLATES
WHEREAS, California Vehicle Code Section 22507.8 restricts parking in spaces
designated for parking by disabled persons; and
WHEREAS, Newport Beach Municipal Code Section 12.46.040 requires the
display of distinguishing placards or license plates issued to physically handicapped
persons when parked in designated handicapped parking spaces; and
WHEREAS, no civil penalty for violation of Newport Beach Municipal Code Section
12.46.040 has been established; and
WHEREAS, the City desires to establish the fine amount for violation of Newport
Beach Municipal Code Section 12.46.040;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Newport Beach as follows:
1. The fine for violation of Municipal Code 12.46.040 shall be $23.
The fine amount established by this Resolution shall be automatically adjusted in
July of 1997, and every two years thereafter, to reflect the percentage change, rounded to
the next highest dollar, in the cost of doing business as measured by the Consumer Price
Index, Los Angeles- Anaheim - Riverside (1982 -84 =100).
