HomeMy WebLinkAbout97-78 - GPA 97-2 Circulation ElementRESOLUTION NO. 97 -78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF • NEWPORT BEACH APPROVING AN AMENDMENT TO THE CIRCULATION ELEMENT OF THE NEWPORT BEACH GENERAL PLAN TO REFLECT THE BONITA CANYON PLANNED COMMUNITY DEVELOPMENT PLAN [GENERAL PLAN AMEND- MENT 97 -2] WHEREAS, pursuant to Section 65300 of the California Government Code, the City of Newport Beach is required prepare and adopt a comprehensive, long -term, general plan for the physical development of the city and any land outside of its boundaries which bears relation to its planning; and WHEREAS, the City of Newport Beach has initiated proceedings for the detachment of the area known as Bonita Canyon from the City of Irvine and annexation to the City of Newport Beach; and • WHEREAS, the Circulation Element of the General Plan needs to be amended to include bikeways not currently identified on the Master Plan of Bikeways map; and WHEREAS, on October 9, 1997 and October 23, 1997, the Planning Commission of the City of Newport Beach held a public hearing regarding General Plan Amendment 97 -2; and WHEREAS, on November 10, 1997, the City Council of the City of Newport Beach held a public hearing regarding this amendment; and WHEREAS, the public was duly noticed of the public hearings; and WHEREAS, pursuant to the California Environmental Quality Act, it has been determined that the previously certified Environmental Impact Report (State Clearing House Number 95091032) prepared for Planning Area 26/Bonita Canyon Zone Change (Bonita Canyon) is adequate to serve as the environmental document for this project. E Res 97 -78 THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH DOES HEREBY RESOLVE AS FOLLOWS: • SECTION 1: The Circulation Element of the General Plan shall be amended to read as provided in attached Exhibit "A" and the Master Plan of Bikeways map shall be revised as illustrated in attached Exhibit `B." SECTION 2: This amendment shall become effective only if the detachment of the Bonita Canyon area from the City of Irvine and the annexation to Newport Beach is approved by the Orange County Local Agency Formation Commission.
