HomeMy WebLinkAbout84-36 - Mariners Mile Specific Area Plan CommitteeRESOLUTION NO. 84 -36 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING AN AD HOC COMMITTEE TO STUDY THE MARINERS MILE SPECIFIC AREA PLAN • WHEREAS, the City of Newport Beach and CalTrans have studied certain alternatives for improving traffic circulation on Pacific Coast Highway in Mariners Mile; and WHEREAS, business and property owners in Mariners Mile have expressed concerns about the impacts of alternatives studied to date; and WHEREAS, at a public hearing held on June 27, 1983, the City Council directed that an Ad Hoc Committee be formed to restudy the traffic circulation system between Tustin Avenue and Newport Boulevard; and WHEREAS, the Ad Hoc Traffic Circulation Committee reported to the City Council on March 26, 1984 with certain recommendations; including a recommendation that an Ad Hoc Committee be formed to review the Mariners Mile Specific Area Plan in conjunction with the development of a Coast Highway Improvement and Implementation Program; and WHEREAS, the City Council, on March 26, 1984, directed that an Ad Hoc Mariners Mile Specific Area Plan Review Committee be formed; NOW, THEREFORE, BE IT RESOLVED that an. "Ad Hoc Mariners Mile Specific Area Plan Review Committee" be formed; with the membership, purpose, duties, and term of the Committee as set forth herein. Membership. The Committee shall be composed of three voting members; consisting of the Mayor, one Council member appointed by the Mayor, and one Planning Commissioner appointed by the Mayor. In addition, there shall be two non - voting community liaison members appointed by the Mayor; one representing the Mariners Mile business community, and one representing the Newport Heights residential community. Purpose and Responsibilities. The Committee shall review the existing Specific Area Plan for compatibility with the proposed Coast Highway Improvement and Implementation Program, the Circulation Element of the General Plan, the Local Coastal Plan, and such other elements of the General Plan as may be appropriate. Any current problems regarding the elements of the existing plan may also be reviewed. The final report and recommendations of the Committee shall be transmitted to the City Council, with appropriate Planning Commission review as may be directed by the Council. 1 of 2 Staff Support. Staff liaison and support shall be provided by the Planning Department, with assistance from the Public Works Department and other City departments as may be needed from time to time. • Community Input. The Committee shall solicit input and recommenda- tions from Mariners Mile property owners, from the Newport Heights residential • community, and from other concerned elements of the community. Term. The term of the Committee shall automatically expire on December 31, 1984 unless extended by action of the City Council. The term of the Committee may expire at an earlier date if a final report and recommenda- tions are received and acted on by the City Council at an earlier date.
