HomeMy WebLinkAbout84-39 - General Plan Amendment 83-1(C)RESOLUTION NO. 84 -39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ADOPTING AMENDMENTS TO THE LAND USE AND RESIDENTIAL GROWTH ELEMENTS OF THE NEWPORT BEACH GENERAL PLAN FOR PROPERTY LOCATED IN THE VICINITY OF SUPERIOR AVENUE AND MEDICAL LANE AND THE ACCEPTANCE OF AN ENVIRONMENTAL DOCUMENT [GENERAL PLAN AMENDMENT 83 -1(c)] WHEREAS, Section 707 of the Charter of the City of Newport Beach provides that the City Council, upon recommendation by the Planning Commission, may amend the General Plan, or any part or element or map, thereof; and WHEREAS, as part of the development and implementation of the City's General Plan, the Land Use and Residential Growth Elements have been prepared; and WHEREAS, said elements of the General Plan set forth objectives and supporting policies which serve as a guide for the future development of the City of Newport Beach; and c" WHEREAS, pursuant to Section 707 of the Charter of the City of Newport Beach, the Planning Commission has held a public hearing to consider certain amendments to the above referenced elements of the Newport Beach General Plan, and adopted Resolution No. 1115, recommending to the City Council certain changes and amendments in said elements; and WHEREAS, the City of Newport :Beach has prepared a Negative Declaration in compliance with the California Environmental Quality Act 0 (CEQA), the State EIR Guidelines, and City Policy; and WHEREAS, that in order to reduce adverse impacts of the proposed project, all feasible and mitigation measures discussed in the environ- mental document have been incorporated into the proposed project; and WHEREAS, based on the information contained in the Initial Study, Negative Declaration and supportive materials thereto, that if the mitiga- tion measures are incorporated into the project it will not have a significant adverse impact on the environment; and WHEREAS, the City Council has reviewed and considered the isEnvironmental Document in making its decision on the proposed amendment to the General Plan; and WHEREAS, the City Council desires to adopt certain amendments to the Land Use and Residential Growth Elements and Maps of the Newport Beach General Plan as set forth below; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Newport Beach that the Land Use and Residential Growth Elements and Map are hereby amended as follows: Change the land use designation for lots westerly of Superior Avenue at Hospital Road, taking access from Superior Avenue and Medical Lane, to "Administrative, Professional, and Financial Commercial" and "Adminis- trative Professional and Financial Commercial" with an alternate land use of "Multiple - Family Residential" as illustrated on Exhibit A. Areas are designated for an alternate land use in the event access to these lots other than Medical Lane is established. "Administrative, Professional and Financial Commer- cial" use shall be limited to a maximum Floor Area Ratio of 0.8 times the buildable area of the site. "Multiple- Family Residential" use shall be limited to twenty dwelling units per buildable acre. BE IT FURTHER RESOLVED, that the City Council accepts the Environmental Document. ADOPTED this 14th 'day of May , 1984.
