RESOLUTION NO. 84 -130
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH APPROVING THE APPLICATION FOR
ROBERTI- Z'BERG URBAN OPEN SPACE AND RECREATION
PROGRAM MONIES FOR THE COMMUNITY YOUTH CENTER
DEVELOPMENT PROJECT
WHEREAS, the people of the State of California have enacted
the California Park and Recreation Facilities Act of 1984, which provides
funds to the State of California and the Roberti- Z'Berg Urban Open Space
and Recreation Program and its political subdivisions for acquiring lands
and for developing facilities for public recreation and historical
purposes; and
WHEREAS, the State Department of Parks and Recreation has been
delegated the responsibility for the administration of the program within
the State, setting up necessary procedures governing application by local
agencies under the program; and
WHEREAS, said procedures established by the State Department of
Parks and Recreation require the applicant to certify, by resolution, the
approval of applications prior to submission of said applications to the
State; and
WHEREAS, said applications contain assurances that the applicant
must comply with; and
WHEREAS, the applicant agency will enter into an agreement with
the State of California for the acquisition and /or development of the
project;
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Newport Beach that the City of Newport Beach:
1. Approves the filing of an application for Roberti - Z'berg
block grant assistance for the Community Youth Center development
project; and
2. Certifies that said agency understands the assurances
and certification in the application; and
3. Certifies that said agency has or will have sufficient
funds to operate and maintain the project; and
4. Certifies that said agency has reviewed and understands
the general provisions contained in the agreement; and
5. Appoints the Parks, Beaches and Recreation Director
• as the agent of the City to conduct all negotiations, execute and
submit all documents, including but not limited to applications,
agreements, amendments, payment requests, etc., which may be necessary
for completion of the aforementioned project.
