HomeMy WebLinkAbout85-54 - Multi-Purpose Workshop ConstructionRESOLUTION NO. 85 -54 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH APPROVING THE APPLICATION FOR FUNDS UNDER THE CALIFORNIA SENIOR CENTER BOND • ACT OF 1984 FOR CONSTRUCTION OF MULTI- PURPOSE WORKSHOP WHEREAS, the people of the approved the Senior Center Bond Act of to public and private non - profit ag acquiring, constructing, altering or and purchasing equipment or funding centers; and State of California have 1984, which provides funds encies for the purpose of renovating senior centers start -up costs for senior WHEREAS, the California Department of Aging has been delegated the responsibility for the administration of the program, setting up necessary procedures governing applications by public and non - profit groups under the program; and WHEREAS, said procedures established by the California Department of Aging require the applicant to certify by resolution the approval of applications prior to submission of said applications to the State; and WHEREAS, the project(s) applied for under this program must be a high priority and satisfy the most urgent need with priority on unmet senior center needs from rural, low income and racial or ethnic minority areas; NOW, THEREFORE, BE IT RESOLVED that the City Council of Newport Beach hereby: 1. Approves the filing of an application for funding under the Senior Center Bond Act of 1984; 2. Certifies that the senior center will be available • for use by all senior citizens; 3. Certifies that said agency has or will have sufficient funds or other resources to operate and maintain the senior center funded under this program; and -1- 4. Certifies that said agency has or will have available prior to commencement of any work on the project(s) matching money from a non - federal or non -state source; and 5. Certifies that said agency will comply with all federal, state, and local environmental, public health, • relocation, affirmative action and clearinghouse requirements and all other appropriate codes, laws, and regulations applicable to the project; and 6. Certifies that the project(s) included in this application conform to the Area Plan on Aging for the Planning and Service Area in which the senior center is located; and 7. Appoints the Supervisor of Oasis as agent of the City of Newport Beach to conduct all negotiations, execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests, reports, and so on which may be necessary for the completion of the aforementioned project(s).
