HomeMy WebLinkAbout85-64 - Local Government Employees into Social Security SystemRESOLUTION NO. 85 -64 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH OPPOSING THE MANDATORY INCLUSION OF LOCAL GOVERNMENT EMPLOYEES INTO THE SOCIAL SECURITY SYSTEM WHEREAS, United States Senator Robert Dole has introduced a proposal to include all current state and local government employees mandatorily under the Medicare portion of the Social Security System and all newly -hired employees under full Social Security provisions; and WHEREAS, the House of Representatives Budget Conference Committee also has recommended that state and local government employees be subject to full Social Security coverage; and WHEREAS, the House Ways and Means Committee has recommended that all new state and local government employees mandatorily be included under the Medicare portion of the Social Security System; and WHEREAS, under current law, local and state governments have the option of joining the Social Security System and the Medicare portion therein; and WHEREAS, the cost implications for California cities not already part of the system could well exceed $100,000,000 and unduly disrupt existing labor agreements; and WHEREAS, the effective date of these proposals would be • January 1, 1986 which would have a potentially disastrous effect on the City of Newport Beach budget at the mid -point of their fiscal year; and -1- WHEREAS, mandatorily including all state and local government employees in the Social Security System erodes self - determination by those governments; and WHEREAS, cities are already being asked to bear a large portion of the cost to reduce the federal deficit. NOW, THEREFORE, BE IT RESOLVED that the City of Newport Beach opposes the mandatory inclusion of local government employees into the Social Security System. BE IT FURTHER RESOLVED that the City of Newport Beach urges all members of Congress and the President to oppose such proposals and asks the California Congressional Delegation to work actively to defeat any mandatory inclusion of current or newly -hired city employees into any aspect of the Social Security System.
