City Council Staff Report Agenda Item No. 14 February 11, 2014 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: City Manager's Office Dave Kiff, City Manager 949 - 644 -3001, dkiff @newportbeachca.gov PREPARED BY: Dave Kiff, City Manager APPROVED: TITLE: City Council Priorities for 2014 - Continued ABSTRACT: At a special meeting on Saturday, January 25th, the Council, city staff, and public met to discuss priority efforts and projects for 2014. Staff promised to bring the comments back in February 2014. We didn't finish all of the presentations from that Saturday, so this item allows a continuance in the presentations, as well as additional Council and public comment on the priorities. RECOMMENDATION: Receive and file. BRIEF DISCUSSION /LEGEND: This is a middle step in the Goal- Setting process for the City Council. It allows a continuation of the presentations and discussion held on Saturday, January 25th. A handful of items were not covered in the time allotted, including new programs and projects in Recreation and Senior Services, Fire /EMS, Library Services, Information Technology, and Municipal Operations. At the February 25th meeting, staff will return with an action item to adopt proposed goals and priorities based on the Saturday, January 25th 2014 meeting and this meeting of February 11th, 2014. FUNDING REQUIREMENTS: This is a receive and file item, and does not require any funding allocations at this time City Council Priorities for 2014 - Continued February 11, 2014 Page 2 ENVIRONMENTAL REVIEW: The consideration of this item is not subject to the California Environmental Quality Act ( "CEQA ") pursuant to Sections 15060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Aspects of the projects discussed or prioritized may require additional environmental review at such time as the Council considers projects not already approved. The agenda item has been noticed according to the Brown Act (72 hours in advance of the meeting at which the City Council considers the item).
