RESOLUTION NO. 87 -8
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
APPROVING AN ENVIRONMENTAL CLEARANCE, EXEMPT DECLARATION,
FOR THE 1986 -87 COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
WHEREAS, on June 25, 1984, the City Council of the City of
Newport Beach adopted Resolution No. 84 -59 amending the Housing
Element of the General Plan consistent with the provisions of Govern-
ment Code Sections 65580 et seq, (Roos Bill); and
WHEREAS, the City is eligible for $357,000 in 1986 -1987
Community Development Block Grant (CDBG) Entitlement funds and $73,000
of CDBG funds from the Urgent Appropriations Act of 1986 which may be
used for land acquisition and social service programs as set forth in
the previously approved and published Statement of Community Develop-
ment Objectives; and
WHEREAS, the California Environmental Quality Act (CEQA)
requires that environmental findings be made concerning state or
federally funded grant programs; and
WHEREAS, the City has not budgeted CDBG funds for activities
requiring review as defined by HUD Regulation Executive Order 12372
(construction of major water and sewer lines)j and
WHEREAS, no activities have been budgeted using CDBG funds
involving the demolition, movement, or rehabilitation of historic
properties which would require review by the State Historic Preserva-
tion Office; and
WHEREAS, the proposed program will not have a significant
detrimental effect on the environment for the following reasons:
1. This action will authorize the use of federal funds for
the purpose of improving the physical, social and
economic environment of this community.
2. Appropriate mitigatory measures or the need to conduct
• further environmental investigation has been identified
for those activities in need of such.
3. No adverse environmental impacts will be created as a
result of this action.
Environmental Clearance of Exempt Declaration be approved for the
1986 -87 Community Development Block Grant Program under CEQA require-
ments.
ADOPTED this 12th day of January, 1987, by the following
