HomeMy WebLinkAbout87-20 - Newport Channel Bridge Ad Hoc CommitteeRESOLUTION NO. 87 -20 A RESOLUTION OF THE CITY C ;OUNCIL OF THE CITY OF NEWPORT BEACH CREATING A NEWPORT CHANNEL BRIDGE AD HOC COMMITTEE • WHEREAS, northbound Newport Boulevard carries heavy traffic volumes and is severely congested for much of the year; and WHEREAS, the addition of a third northbound lane to Newport Boulevard from 32nd Street to and including the Newport Channel Bridge will substantially increase roadway capacity and relieve congestion; and WHEREAS, it will be desirable to construct the additional lane and bridge widening as soon as possible; and WHEREAS, a project is currently programed in the State Transportation Improvement Program (STIP) to construct the additional lane and widen the existing bridge at the current grade; and WHEREAS, waterfront property owners westerly of the bridge have requested that the bridge be raised at the same time it is widened; and WHEREAS, there is no funding currently programed for the additional costs of a new, higher bridge project; and WHEREAS, there is a need to investigate possible methods • of funding the additional cost without unduly jeopardizing the currently programed project. -1- NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach hereby establishes the Newport Channel • Bridge Ad Hoc Committee; with the composition and function of the Committee as follows: A. Membership: The Committee shall consist of three Councilmen appointed by the Mayor. B. Duties: 1. Review scope and cost estimates for a revised project incorporating the requested new, higher bridge. 2. Investigate the amount and source of the funds for a City contribution to the revised project. 3. Investigate the probability of a contribution from benefited property owners to offset a portion of the additional cost of the revised project. 4. Investigate possible sources of additional public funds for the revised project. 5. Assess the probability of successfully funding the revised project, and the effect on construction schedules if the revised project is pursued. • 6. Report back to the City Council not later than April 13, 1987 with a recommendation to either support the current STIP project to widen the existing bridge at the present grade; or to support a revised project incorporating a new, higher -2- bridge. If a revised project is supported, recommend the amount and source of funds for a City • contribution; and specify other proposed sources of additional funds. • C. Staff Assistance: Staff support to the Committee shall be provided by the Public Works Department. D. Termination: The term of the Committee shall automatically expire on April 13, 1987 unless extended by action of the City Council. AMPTEn thin 2Rth day of January 1987. -3-
