HomeMy WebLinkAbout87-28 - Outer Continental Shelf Oil & Gas Leasing ProgramRESOLUTION NO. 87 -28 RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF NEWPORT BEACH OPPOSING THE PROPOSED FIVE YEAR OUTER CONTINENTAL SHELF OIL AND GAS LEASING • PROGRAM (MID -1987 TO MID -1992) ISSUED BY THE SECRETARY OF INTERIOR. WHEREAS, the Secretary of the Interior has recently issued his Proposed Five Year Outer Continental Shelf Oil and Gas Leasing Program (Mid -1987 to Mid -1992) and a final Environmental Impact Statement purportedly evaluating the impacts likely to occur as a result of outer continental shelf oil drilling activities; and WHEREAS, the proposed five year program calls for five oil and gas lease sales off the coast of California, including two large sales proposed for the Southern California OCS planning area; and WHEREAS, the proposed five year plan does not offer an adequate buffer zone between offshore drilling activities and the sensitive and scenic coastal areas of Orange County; and WHEREAS, the proposed five year OCS program fails to adequately consider the existing or anticipated uses of the sea and seabed, including, but not limited to, fisheries, navigation, the existing or proposed sea lanes, and military use areas; and WHEREAS, the proposed OCS program does not contain provisions for considering adverse regional economic impacts of OCS activities on the existing economic base of each community; and WHEREAS, the proposed five year program, and the accompanying Environmental Impact Statement (EIS) seriously underestimates the negative impact resulting from OCS oil and gas activities by analyzing impacts on a region wide basis and ignoring localized impacts which could be extremely serious to communities that rely heavily on tourism for their economic viability; and WHEREAS, the proposed five year program fails to consider the relative marine productivity and environmental sensitivity of various OCS planning areas, as well as the equitable sharing of developmental benefits and environmental risks among various regions of the United States; and WHEREAS, the proposed five year program and accompanying EIS, fail in other respects, to adequately assess the environmental impacts of proposed OCS activities and, in other respects, fail to comply with provisions of the Outer Continental Shelf Lands Act; and WHEREAS, the City Council of the City of Newport Beach has reviewed the proposed five year OCS Leasing Program and • related EIS and concludes it does not comply with the provisions of the Outer Continental Shelf Lands Act, does not comply with provisions of the National Environmental Policy Act, and does not properly analyze and assess the potential impacts of proposed OCS drilling activities. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach hereby opposes adoption of the Proposed Five Year Outer Continental Shelf Leasing Program (Mid -1987 to Mid -1992) issued by the Secretary of the Interior on February 2, 1987; and BE IT FURTHER RESOLVED that the City Council of the City • of Newport Beach hereby opposes approval and certification of the final Environmental Impact Statement issued in conjunction with the proposed Five Year Outer Continental Shelf Leasing Program (Mid -1987 to Mid - 1992); and BE IT FURTHER RESOLVED that the City Clerk shall forward copies of this Resolution to Secretary of Interior Donald Hodel, Congressman Robert Badham, Congressman Leon Penetta, and other appropriate congressional, state, and local officials.
