HomeMy WebLinkAbout87-31 - Property Tax Revenues for Freeway ImprovementsRESOLUTION NO. 87 -31 WHEREAS, the proposed authority, in turn, would be funded in part by property taxes transferred from cities and other jurisdictions including school districts; and WHEREAS, such transfers of property taxes would reduce operating revenues used by cities to provide other public services; and WHEREAS, a survey sponsored by the OCTC found very low public acceptance for a transfer of property taxes if other critical local services might be affected; and WHEREAS, the viability of a freeway authority funded by property taxes is problematic due to issues of equity of effort and return on investment by individual jurisdictions and the variation of affect on the operating revenues and services of those jurisdictions; and WHEREAS, other potential funding sources, with preference to new revenue, should receive additional analysis and a comprehensive strategy devised to provide for freeway improvements; and WHEREAS, transportation problems have been and continue to be the highest priority regional issue in Orange County; and WHEREAS, ultimate solutions to those problems will require cooperation and commitment among all levels of • government, the private sector, and the public at- large. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that: RESOLUTION OF THE CITY COUNCIL FOR THE CITY OF NEWPORT BEACH OPPOSING THE USE OF PROPERTY TAX REVENUES FOR FUNDING FREEWAY IMPROVEMENTS AND • EXPRESSING ITS COMMITMENT ALTERNATIVE SOLUTIONS. TO FINDING WHEREAS, the Orange County Transportation Commission (OCTC) has proposed the creation of an Orange County Freeway Authority to fund improvements to the County's existing freeway system; and WHEREAS, the proposed authority, in turn, would be funded in part by property taxes transferred from cities and other jurisdictions including school districts; and WHEREAS, such transfers of property taxes would reduce operating revenues used by cities to provide other public services; and WHEREAS, a survey sponsored by the OCTC found very low public acceptance for a transfer of property taxes if other critical local services might be affected; and WHEREAS, the viability of a freeway authority funded by property taxes is problematic due to issues of equity of effort and return on investment by individual jurisdictions and the variation of affect on the operating revenues and services of those jurisdictions; and WHEREAS, other potential funding sources, with preference to new revenue, should receive additional analysis and a comprehensive strategy devised to provide for freeway improvements; and WHEREAS, transportation problems have been and continue to be the highest priority regional issue in Orange County; and WHEREAS, ultimate solutions to those problems will require cooperation and commitment among all levels of • government, the private sector, and the public at- large. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that: Section 1: It remains opposed, conceptually and otherwise, to the use of property tax revenues to fund improvements in the existing freeway system; and • Section 2: That the OCTC is requested to delete this strategy from those alternatives which may be used to fund freeway improvements; and Section 3: That, notwithstanding the above, the City of Newport Beach is emphatically committed to assist, where able, in finding the widest acceptable funding alternatives possible to help solve the transportation problems of the County.
