A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH
REQUESTING THE COUNTY OF ORANGE TO INCLUDE WITHIN THE MAJOR
BRIDGE PROGRAM THE IMPROVEMENT OF THE IRVINE AVENUE BRIDGE OVER
THE SANTA ANA - DELHI CHANNEL.
• WHEREAS, the County of Orange has initiated an amendment to the Master
Plan of Arterial Highways to change the classification of Irvine Avenue from a
Primary Arterial (4 -lanes divided) to a Major Arterial (6 -lanes divided) as a
result of redevelopment of Santa Ana Heights and the expansion of the John Wayne
Airport, and
WHEREAS, the County of Orange desires to widen Irvine Avenue and improve
the Santa Ana - Delhi Channel in the City of Newport Beach, and
WHEREAS, the Irvine Avenue Bridge over the Santa Ana - Delhi Flood
Control Channel is in the City of Newport Beach; is an Arterial Crossing of a
major watercourse which requires widening; and County Flood Control District
Policies require that the local agency fund those portions of bridge
reconstruction projects that increase roadway width, and
WHEREAS, the Irvine Avenue bridge over the Santa Ana - Delhi Channel
meets the requirements to be eligible for the County Major Bridge Program, and
WHEREAS, Article 2 of Article 3, Chapter 9, Division 2 of the Streets and
Highways Code authorizes a County, if it so desires, to expend funds apportioned
to it out of the California Highway Users Tax Fund for aid to any City in the
improvements, construction, or repair of a street or bridge within a City, and
WHEREAS, the Board of Supervisors intends to, by appropriate action,
provide in the County Road budget for the Fiscal Year 1987 -1988 a sum of money
for the improvement of streets within the incorporated cities of the County in
accordance with the Orange County Arterial Highway Financing Program and Major
Bridge Program,
is NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Newport
Beach hereby requests the Board of Supervisors of the County of Orange to allo-
cate to said City from County Funds the amount of $175,000, to be used in the
widening of the Irvine Avenue Bridge over the Santa Ana - Delhi Channel;
BE IT FURTHER RESOLVED that the Board of Supervisors of the County of
• Orange is hereby requested to find that said improvements on Irvine Avenue, in
the manner provided, are in the general County interest.
BE IT FURTHER RESOLVED that, by this Resolution, the City of Newport
Beach agrees with the basic concepts of the Arterial Highway Financing Program
and Major Bridge Program.
BE IT FURTHER RESOLVED that the City of Newport Beach, through this
Resolution and /or the Application for Major Bridge Funds, is not indicating that
it is assuming any financial responsibility for the widening of Irvine Avenue to
accommodate the added traffic from the redevelopment of Santa Ana Heights or the
expansion of the John Wayne Airport facilities.
