HomeMy WebLinkAbout87-94 - Circulation ElementRESOLUTION NO. 87 -94 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH AFFIRMING THAT THE CITY'S CIRCULATION ELEMENT, MASTER PLAN OF STREETS AND HIGHWAYS, IS MUTUALLY SATISFACTORY AND GENERALLY IN CONFORMANCE WITH ADJACENT GOVERNMENTAL JURISDICTIONS AND THE COUNTY'S MASTER PLAN OF ARTERIAL HIGHWAYS WHEREAS, THE City of Newport Beach is a participant in the Orange County Arterial Highway Financing Program; and WHEREAS, the County of Orange Arterial Highway Financing Program Pro- cedure Manual requires that each city which intends to participate in said program adopt a resolution by July 1 of each year, affirming that the city's Circulation Element- Master Plan of Streets and Highways is in conformance with the County's Master Plan of Arterial Highways; and WHEREAS, Title 13, Streets, Sidewalks and Public Property, and Title 19 Subdivisions of the Newport Beach Municipal Code protects ultimate arterial highway right of way; and WHEREAS, the Circulation Element of the City's General Plan provides for the limitation of access to the arterial highway system; and WHEREAS, the City has not made any changes in the Circulation Element- Master Plan of Streets and Highways, since July 1, 1986; and WHEREAS, while the City's Circulation Element- Master Plan of Streets and Highways, and the Orange County Master Plan of Arterial Highways are generally in conformance, the County has recently reclassified the following arterial highways: 1. Irvine Avenue, University Drive to Bristol Street -- Primary to Major (modified) 2. Campus Drive, Bristol Street to MacArthur Boulevard -- Secondary to Major (modified); and WHEREAS, the County has requested the City to take action to cause these changes to be made to the City's Circulation Element- Master Plan of Streets and Highways; and WHEREAS, the City is conducting a traffic study to adequately evaluate impacts to the circulation system prior to causing changes to the City's Circulation Element- Master Plan of Streets and Highways; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of • Newport Beach hereby affirms that the City's Circulation Element- Master Plan of Streets and Highways, is generally in conformance with adjacent governmental jurisdictions and the County's Master Plan of Arterial Highways. i ADOPTED this 22nd day of .Tune , 1987, Mayor
