HomeMy WebLinkAbout88-89 - San Joaquin Hills Transportation CorridorRESOLUTION NO. 88 -89 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH EXPRESSING THE CITY'S COMMENTS ON THE SAN JOAQUIN HILLS TRANSPORTATION CORRIDOR ENVIRONMENTAL IMPACT REPORT; AND THE CITY'S POSITION ON CORRIDOR RELATED FACILITIES AND ISSUES • WHEREAS, the approved Master Plan of Streets and Highways of the Circulation Element of the Newport Beach General Plan incorporates the proposed San Joaquin Hills Transportation Corridor; and WHEREAS, the City Council of the City of Newport Beach has previously expressed support for the San Joaquin Hills Transportation Corridor as a way of directing traffic around portions of Newport Beach and as a facility which will accommodate traffic needs in the nearby area; and WHEREAS, a draft Environmental Impact Report (EIR) for the proposed San Joaquin Hills Transportation Corridor (hereafter "CORRIDOR ") has been prepared by the County of Orange; and WHEREAS, the City Council has considered comments and recommendations from interested parties at two public meetings; and WHEREAS, there is a need to express the CITY's comments on the draft EIR and to set forth the CITY's current position on CORRIDOR related facilities issues in accordance with the latest information available; NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Newport Beach expresses the following comments in response to the draft EIR and as a statement of the CITY's current position on CORRIDOR related facilities and issues: 1. The CITY supports acceptance of the EIR, and continues to support construction of the San Joaquin Hills Transportation Corridor, with implementation at the earliest practicable date. 2. The CORRIDOR and related facilities should be designed to • distribute traffic to the arterial street system in a balanced fashion, in which the interests and concerns of all affected areas are recognized equally. 1 of 2 3. The CITY recommends that alternatives A, R, and L be implemented. 4. The CITY supports the Ford Road connection to the CORRIDOR; subject to realignment of existing Ford Road northerly of its present location, preparation of a traffic circulation plan for San Miguel Drive intended to minimize through traffic, and investigation of a • relocation of the proposed Park and Ride facility to a Bison Avenue location. 11 5. The connection of San Joaquin Hills Road to Pelican Hills Road shall not occur until Pelican Hills Road is fully operational. San Joaquin Hills Road should not exceed six travel lanes as it connects to Pelican Hills Road. The extension of San Joaquin Hills Road east of Pelican Hills Road to the Corridor shall not occur. 6. An additional mitigation measure should be included to provide for review by local agencies of construction phasing, traffic control plans, and detours. These items should be structured to minimize impacts on the existing street system during construction. 7. Transparent noise barriers should be considered for use where views may be affected. 8. Design features and construction specifications should be structured to minimize any potential siltation impacts on Newport Bay. 9. The CITY supports incorporation of design features intended to minimize grading impacts and to result in an esthetically pleasing scenic highway route. These features should include slope rounding and blending, variable slope ratios, contouring, split -level roadways where feasible, and fully landscaped slopes and medians. ATTEST: i City Clerk
