HomeMy WebLinkAbout89-29 - State Methane Gas Hazard Reduction FundNO. 89- 29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH REQUESTING A GRANT FROM THE STATE METHANE GAS HAZARD REDUCTION FUND. WHEREAS, in 1986, the Legislature approved a bill, sponsored by . Senators David Roberti and Marion Bergeson, which provided funding for report identifying potential methane gas hazardous in certain areas of Southern California; and WHEREAS, the report identified Newport Beach as an area in which methane gas is naturally produced below the surface and is emitted into the atmosphere in certain areas; and WHEREAS, in 1987, Senator Marion Bergeson sponsored SB456 which, when adopted, created a methane gas hazard reduction fund; and WHEREAS, the City of Newport Beach has submitted a preapplication to the Division of Oil and Gas for a grant from the Methane Gas Hazard Reduction Fund to install vents to mitigate methane gas hazards and engage in other activities consistent with the purpose and intent of SB456; and WHEREAS, the division of oil and gas has suggested certain revisions to the City's request for funds and the preapplication has been rewritten by staff to reflect DOG comments; and WHEREAS, the City Council has reviewed and considered the revised preapplication for grant funds, wishes to confirm its intent to request $105,000 from the Methane Gas Hazard Reduction Fund, and to direct staff to submit the revised preapplication and otherwise pursue funding. THEREFORE, BE IT FURTHER RESOLVED by the City Council of the City of Newport Beach that the City Council of the City of Newport Beach hereby requests a grant in the sum of $105,000 from the Methane Gas Hazard Reduction Fund, with the funds to be used for • the purposes specified in the preapplication submitted to the Council April 19, 1989; and Be it further resolved that the Utilities Director is authorized and directed to submit the revised preapplication 3 request for funds and take all steps necessary to secure funding in accordance with SB456 and the revised preapplication.
