A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NEWPORT BEACH SUPPORTING THE
PASSAGE OF SENATE BILL 1221 WHICH WOULD
INCREASE THE REFUND VALUE OF CERTAIN
BEVERAGE CONTAINERS.
WHEREAS, State Senator Gary Hart has introduced a Measure (SB
1221) which would establish a five (5) cent refund value for
beverage containers which fail to achieve a sixty -five percent
(65 %) recycling level and establish a ten (10) cent redemption
value on large containers; and
WHEREAS, States with similar refund values have achieved
recycling rates of greater than eighty percent (80 %); and
WHEREAS, More than fifty percent (50 %) of the beverage
containers sold in California are not being recycled and the cost
to local government of disposing of these containers is in excess
of forty -five million dollars ($45,000,000); and
WHEREAS, The cost to dispose of non - recycled beverage
containers will increase in the future as landfills close to urban
centers reach capacity, forcing development of new sites at
greater distances from the source of refuse; and
WHEREAS, Higher refund values on beverage containers in
California will increase public participation in recycling and
help achieve the "eighty percent (80 %)" recycling goal of the
California Beverage Container Recycling and Litter Reduction
Program; and
WHEREAS, Increased recycling of beverage containers will save
energy and resources, reduce litter, reduce material going to
landfills, reduce solid waste disposal costs, and otherwise
significantly benefit the people of the State of California.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
• City of Newport Beach strongly supports the passage of Senate Bill
1221; and
BE IT FURTHER RESOLVED that the City Clerk is requested to send
a copy of this Resolution to the Senate Natural Resources
Committee, Members of the Assembly of Natural Resources

Committee, Senator Gary Hart, Senator Marian Bergeson and Assembly
Member Gil Ferguson.
