A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT
BEACH EXPRESSING SUPPORT FOR THE PROPOSED STAGE II EXTENSION
OF THE COSTA MESA FREEWAY (ROUTE 55) FROM 19TH STREET
TO INDUSTRIAL WAY
WHEREAS, construction has begun on Stage I of the extension of the
Costa Mesa Freeway (Route 55) from the Corona del Mar Freeway to 19th Street in
Costa Mesa; and
WHEREAS, a commitment to construct the Stage II extension of the Costa
Mesa Freeway from 19th Street to Industrial Way, providing a transition to the
Newport Boulevard arterial between Industrial Way and 16th Streets and including
improvements to the Routes 1/55 (Arches) interchange, is a logical extension of
the Stage I project; and
WHEREAS, the City of Costa Mesa has requested that the City of Newport
Beach support the Stage II extension of the Costa Mesa Freeway; and
WHEREAS, the City of Newport Beach desires to support the Stage II
extension of the Costa Mesa Freeway as requested by the City of Costa Mesa, and
as endorsed by the City of Newport Beach at the time of completion of the
Environmental Document; and
WHEREAS, the City of Newport Beach endorsement of the Environmental
Document supported the Stage I and Stage II extensions of the Costa Mesa Freeway
as long as improvements to the Routes 1/55 interchange were completed
concurrently with or before the freeway is completed to Industrial Way; and
WHEREAS, the City of Newport Beach has certain concerns regarding the
distribution of traffic at and near the terminus of the freeway; and
WHEREAS, it would be in the best interests of all concerned agencies
• such as Caltrans, the Cities of Newport Beach and Costa Mesa, and the Orange
County Transportation Commission to work in a cooperative fashion to provide a
project scope and design that best handles the transportation needs of the area.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Newport Beach does support the proposed Stage II extension of the Costa Mesa
Freeway from 19th Street to Industrial Way, subject to the improvements of the
Routes 1/55 interchange being completed concurrently with or before the
completion of Stage II, and subject to the project scope and designs providing
the facilities needed to distribute traffic in a satisfactory manner; and
BE IT FURTHER RESOLVED that all agencies involved in the extension
should consult regarding the inclusion in the project (or otherwise providing
for) certain facilities and designs including, but not limited to:
1. Satisfactory design of the transition and connection of the
freeway to Newport Boulevard.
2. Reconstruction and improvement of the Routes 1/55 (Arches)
interchange bridge and ramps.
3. Provision for distributing traffic in the easterly - westerly
direction such as a 16th Street crossing, and related extensions and
improvements.
