HomeMy WebLinkAbout89-66 - Circulation Element Master Plan of StreetRESOLUTION NO. _39 -66 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ADVISING THE ARTERIAL HIGHWAY FINANCING PROGRAM ADVISORY COMMITTEE THAT AN AMENDMENT TO THE CIRCULATION ELEMENT MASTER PLAN OF STREET AND HIGHWAYS HAS BEEN ADOPTED AND REQUESTING THE COUNTY OF ORANGE TO MODIFY ITS MASTER PLAN OF ARTERIAL HIGHWAYS WITHIN THE CITY TO CONFORM TO THE CITY'S MASTER PLAN •WHEREAS, the City of Newport Beach is a participant in the Orange County Arterial Highway Financing program; and WHEREAS, the County of Orange Arterial Highway Financing Program Procedure Manual requires that each city which intends to participate in said program adopt a resolution by July 1 of each year, informing the Advisory Committee as to whether or not changes have been made to the Arterial Highway Master Plan within said city and to request that said changes, if any, be adopted into the County Arterial Highway Master Plan; and WHEREAS, Title 13, Street, Sidewalks and Public Property, and Title 19, Subdivisions of the Newport Beach Municipal Code protects the ultimate arterial highway right -of -way; and WHEREAS, the Circulation Element of the City's General Plan provides for the limitation of access to the arterial highway system; and WHEREAS, the County has requested the City to take action to cause these changes to be made to the City's Circulation Element - Master Plan of Streets and Highways; and WHEREAS, the City performed a traffic study and held public hearings to adequately evaluate impacts to the circulation system prior to making a determination regarding these changes to the City's Circulation Element- Master Plan of Streets and Highways; and WHEREAS, by General Plan Amendment: 88 -101 adopted October 24, 1988, the City of Newport Beach adopted amendments to the Circulation Element of the City's General Plan which revised the Master Plan of Streets and Highways, • thereby requiring changes to the County Master Plan of Arterial Highways; and WHEREAS, City Staff by letter dated February 22, 1989, to Mr. Steve Hogan, Transportation Planning, has notified County staff of changes and requested that modifications be made to the County's Master Plan of Arterial Highways; and WHEREAS, City Staff and County Staff have met on April 10, 1989, to discuss City's request; and WHEREAS, the City plans to consider the designation of Marguerite Avenue from 5th Avenue to Coast Highway as a 2 -lane commuter at the next General Plan Amendment; and WHEREAS, County is considering City's req Plan of Arterial Highways; said changes as follows: STREET FROM TO 1. 17th Street Bluff Road Coast Highway 2. 15th Street Bluff Road Coast Highway 3.
