A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH AUTHORIZING THE CITY CLERK TO
• PREPARE AND PUBLISH SUMMARIES OF ORDINANCES
PROPOSED FOR ADOPTION OR AMENDMENT.
WHEREAS, the City Charter of the City of Newport Beach
reserves to the City Council the power to make and enforce all
laws, rules and regulations with respect to municipal affairs,
including the pwoers granted to general law cities; and
WHEREAS, the City Charter requires the City Clerk to
publish each ordinance within fifteen (15) days after its
adoption, but the Charter does not specify the entire text of the
ordinance be published; and
WHEREAS, publication of the entire text of all ordinances
has become extremely time consuming and expensive; and
WHEREAS, the provisions of the City Charter are satisfied
by publishing a summary of all ordinances adopted or amended so
long as members of the public are advised that the entire text of
the ordinance is available in the office of the City Clerk.
NOW THEREFORE, BE IT RESOLVED, as follows:
1. The City Clerk is hereby appointed to prepare
summaries of proposed ordinances or amendments for publication in
the newspaper as provided in §414 of the City Charter.
2. The City Clerk is hereby authorized to publish
• summaries of ordinances or amendments adopted by the City Council,

in lieu of the entire text of the ordinance, provided that each
summary is accompanied by a notice that the entire text is
available for review in the City Clerk's office.
