HomeMy WebLinkAbout89-136 - City Council Circulation Buildout Ad Hoc CommitteeRESOLUTION NO. 89 -136 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ESTABLISHING A CITY COUNCIL CIRCULATION BUILDOUT AD HOC COMMITTEE WHEREAS, in October 1988 the City Council adopted a new land use element and a new circulation element for the City's General. Plan; and WHEREAS, the circulation element established standards for improvement to the City's circulation system; and WHEREAS, The Irvine Company has offerred to advance considerable sums of money to improve the City's circulation system to the standards of the new circulation element; and WHEREAS, it is necessary to establish a City Council Ad Hoc Committee to negotiate the terms of the offer from The Irvine Company. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Newport Beach hereby establishes the Circulation Buildout Ad Hoc Committee with said Committee having the following characteristics: 1. Two members of the City Council appointed by the Mayor and the Mayor. 2. The duties and responsibilities of the Committee are as follows: A. -Establish the extent of the circulation improvements listing street, intersection, nature of improvements and estimated costs. B. Explore and develop a plan whereby future development other than that provided by The Irvine Company would be assessed a fair share fee for the circulation improvements advanced by The Irvine Company with said fair share collections being reimbursed to The Irvine Company. C Study and develop a plan which would entitle • The Irvine Company to develop vacant parcels owned by them to the density provided in the October 1988 General Plan. D. Study and develop other data that is required to facilitate items "A" through "C" above.. 3. The Committee shall meet as often as necessary and shall sunset on January 1, 1991 or when the final report of said Committee is transmitted to the City Council which ever occurs first. 4. The Ad Hoc Committee shall be staffed by representatives of the Public Works Department, Planning Department, City Attorney and City Manager's office as required. • ADOPTED this 27th day of November , 1989.
