HomeMy WebLinkAbout90-29 - Countywide Task ForceRESOLUTION NO. 90- 29 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH SUPPORTING THE DESIGNATION OF THE WASTE MANAGEMENT COMMISSION AS THE COUNTYWIDE TASK FORCE AS SPECIFIED IN AS 939. WHEREAS, AS 939 (California Integrated Waste Management Act of 1989) makes a number of changes in the law relative to solid waste management planning at the City and County level; and WHEREAS, AB 939 requires preparation of a Countywide Integrated Waste Management Plan ( CIWMP) and the CIWMP incorporates many facets of plans required by previous legislation such as the County Solid Waste Management Plan (COSWMP); and WHEREAS, AS 939 requires each County convene a Countywide Task Force to assist in the development of the CIWMP, individual City and County source reduction recycling elements, and a Countywide Siting Element; and WHEREAS, the Countywide Task Force has been given several duties all of which are intended to ensure coordinated and cost effective regional integrated waste management programs; and WHEREAS, membership in the task force is to be determined by the Board of Supervisors and a majority of the cities having a majority of the population, and may include representatives of the solid waste industry, environmental organizations, general public, special districts and affected governmental entities; and WHEREAS, the existing Orange County Waste Management • Commission serves in an advisory capacity on matters dealing with transfer stations, landfill sites, resource recovery sites, fees and charges, system financing, and the COSWMP; and 1 • :7 WHEREAS, membership on the Waste Management Commission is comprised of County and City elected and appointed officials, waste industry representatives, the general public, and affected organizations; and WHEREAS, designating the Waste Management Commission as the Countywide Task Force required by AB 939 would ensure continued participation by cities in decisions relating to Countywide solid waste policies, facilitate consistency among the plans and elements developed by cities and the County pursuant to AB 939, and further efforts to integrate Countywide waste management planning in Orange County. NOW, THEREFORE, BE IT RESOLVED the City Council of the City of Newport Beach supports designation of the Waste Management Commission as the Countywide Task Force required by AB 939; and BE IT FURTHER RESOLVED that the General Services Director is hereby directed to send a copy of this Resolution to the Orange County Board of Supervisors.
