HomeMy WebLinkAbout90-86 - General Plan Amendment 89-2J Circulation ElementRESOLUTION NO. 90-86 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NEWPORT BEACH ADOPTING AN AMENDMENT TO THE CIRCULATION ELEMENT OF THE NEWPORT BEACH GENERAL PLAN TO ESTABLISH A COMMUTER ROADWAY CLASSIFICATION AND TO DESIGNATE A PORTION OF MARGUERITE AVENUE AS A COMMUTER . ROADWAY [GENERAL PLAN AMENDMENT 89 -2(J)] WHEREAS, as part of the development and implementation of the Newport Beach General Plan the Circulation Element has been prepared; and WHEREAS, said element of the General Plan sets forth objectives and supporting policies for the design and implementation of an adequate circulation system, which will provide an adequate level of service for the development envisioned by the Newport Beach Land Use Element; and WHEREAS, the City of Newport Beach desires to maintain consistency between the County Master Plan of Arterial Highways and the City's Master Plan of Streets and Highways; and WHEREAS, the County MPAH includes a designation of Commuter Roadway; and WHEREAS, the existing configuration of Marguerite Avenue is consistent with the criteria established for Commuter Roadways; and WHEREAS, pursuant to Section 707 of the Charter of the City of Newport Beach, the City Council and Planning Commission have each held a public hearing to consider these amendments to the Circulation Element; and WHEREAS, the project has been found to be Categorically Exempt from the provisions of the California Environmental Quality Act; and WHEREAS, the Circulation Element provides for a balance between anticipated development and the capacity of the circulation system; and • WHEREAS, approval of the this amendment will assure consistency between the County MPAH and the City Master Plan of Streets and Highways. 1 • NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Newport Beach that an amendment to the General Plan Circulation Element and map as completely described and attached hereon as Exhibit "A" is adopted. Augmented Major and Primary arterial classifications are intended to indicate roadways which will carry traffic that is at the capacity level for the classification. The standard sec- tion will need to be augmented with additional through and/or turning lanes in some loca- tions along the roadway.
