A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NEWPORT BEACH ADOPTING AN AMENDMENT TO THE
CIRCULATION ELEMENT OF THE NEWPORT BEACH
GENERAL PLAN TO DELETE THE UNIVERSITY DRIVE
EXTENSION FROM THE MASTER PLAN OF STREETS AND
HIGHWAYS [GENERAL PLAN AMENDMENT 90 -2(B)]
• WHEREAS, as part of the development and implementation of the Newport
Beach General Plan the Circulation Element has been prepared; and
WHEREAS, said element of the General Plan sets forth objectives and
supporting policies for the design and implementation of an adequate circulation system,
which will provide an adequate level of service for the development envisioned by the
Newport Beach Land Use Element; and
WHEREAS, the City of Newport Beach desires to maintain consistency
between the County Master Plan of Arterial Highways and the City's Master Plan of Streets
and Highways; and
WHEREAS, the County MPAH does not provide for the extension of
University Drive across the head of Upper Newport Bay; and
WHEREAS, the deletion of University Drive is in the best interests of the
City in that it is consistent with the preservation of the resource values of the Upper
Newport Bay Ecological Reserve; and
WHEREAS, pursuant to Section 707 of the Charter of the City of Newport
Beach, the Planning Commission and City Council have each held a public hearing to
consider this amendment to the Circulation Element; and
WHEREAS, an Environmental Impact Report has been prepared and certified
by the County of Orange, and the City Council has considered the information contained
in the CEIR in making its decision on this project; and
WHEREAS, the Circulation Element provides for a balance between
• anticipated development and the capacity of the circulation system; and
WHEREAS, approval of the this amendment will assure consistency between
the County MPAH and the City Master Plan of Streets and Highways.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Newport Beach that an amendment to the General Plan Circulation Element deleting the
extension of University Drive from Irvine Avenue to Jamboree Road from the Master Plan
of Streets and Highways is adopted.
